SPEAKER SUGGESTS INDUSTRIAL TRUCE
ST. LOUIS. Mo., Not. 19. Creation of an Industrial adjustment commission In each state ot the nation with a national body as a "court of appeals" was urged before the American Mining congress here last night by Allen Walker of the Guaranty Trust com
pany. New York, in an address advo
cating a year's armistice between cap
ital and labor.
Each state commission, according to Mr. Walker's plan, would consist of one representative each of labor, cap
ital and the state, with two represent
lng the public, preferably education
alists.
The state commission would have
power to standardize wages and en-
suing adjustments, while the national
board would be authorized to serve lu
an appellate capacity.
The speaker proposed that during a
twelve-month armistice, present work
lng conditions exist and an extensive campaign be waged in behalf ot thrift
and production. Wants Real Armistice.
"Such an armistice should be real, no lockouts or strikes during that time,
both capital and labor pledging In advance to abide by the ruling of the national commission," declared Mr. Walker. He added: "The ruling passion is extravagance, supplemented by a very common determination to do as little as possible for as much aa it Is possible to get by fair or unfair means.

TEOLA LUCEY do you remember her? The auburn-haired Irish colleen, who starred in Gypsy Love and Mandalay. That is she the one they call "the Irish Soprano." She sings songs for The New Edison with that pleasant Irish voice which has made her such a favorite on the stage. The little picture below is from an actual photograph taken at The Edison Recording Studios on Fifth Avenue, New York, a few weeks ago, as Miss Luccy made The Edison "Official Test" of one of her recordings before it was released to the public She stood beside The New Edison and sang. Then suddenly she ceased and The New Edison sang the song alone. Was there any difference? The listening jury of experts said there was no difference and the recording was passed as "Official" the literal Re-Creation of Leola Lucey' s voice.
