Captain Leigh presented detailed comparisons of the pay of the navy of the United States and Great Britain find France, He said that while the officers and men of the British navy formerly were paid considerably less than those in the United States, increases made recently, had boosted them above this country. 50 Per Cent Boost. Captain Leigh expressed the belief that the enlisted men of the navy were entitled to an Increase of at least BO per cent. The pending bill provides for an increase of 50 per cent for the enlisted men and 30 per cent for the officers.
No Children Illegitimate Says Woman Physician NEW YORK. Oct 24. "There is no pucti thing as an Illegitimate child," Dr. Eugene Swan, sex educator and lecturer, declared Wednesday. The International congress of women physicians applauded. "Let's turn the sunlight on sex." he pleaded. "God gave it to us. It's dignified and sweet and fine. Sex education should be taught by men and women who understand the subject, boys instructed by men and girls by women. And these men and women should go out in the spirit of the crueader." Dr. Alma Sundqulst of Stockholm declared schools should "show children they have the right to ask questions and be told the truth. Emphasize the value of continence." Dr. Dagney Bang of Christiana said authorities are "slowly putting aside old fashioned notions and allowing instruction."

FORMAL RATIFICATION OF PEACT TREATY ON OCT. 30
PARIS, Oct. 24. Formal ratification of the German peace treaty probably will be accomplished Oct. 30 and a call will be issued that day for the first meeting of the council of the league of nations, to take place wlthla ten days.
