MORTGAGE SYSTEM BLAMED FOR BAD BUILDING SHORTAGE
ST. LOUIS, Mo., Oct. 21. There is a retarded building development extending over practically all of the United
States which will tax the capacity of the existing mortgaging machinery to the utmost, according to the report of the real estate securities committee submitted at the convention of the Investment Bankers' ssociation here tonisrht. The report added that a considerable portion of many of our cities, notably New York, will practically have to be rebuilt in the next twenty years and the existing mortgage system ia inadequate for the purpose. "Mortgages in the United States compared with other forms of securities," read the report, "have until a very recent date, been handled in a relatively primitive and archaic manner. The mortgage business by reason of certain fundamental defects in the manner in which it has been conducted, has lacked the recognition to which
it is entitled." Real Estate Active. This report stated real estate conditions throughout the country may be said to be active but not highly speculative and securities are in most cases being based .not upon present prices and rents but rather upon a fair compromise between pre-war and present costs and upon proven earning power. The committee reported that a recent study in twenty-five cities indicated
labor costs have increased during the last two years an average of 55 per cent and material prices 76 per cent.
