INSTITUTIONS IS . PLEA OF GOVERNOR

WASHINGTON. Oct. 21. Governor Goodrich Monday made a telegraphic appeal to President William L. Lewis, of the United Mine Workers for his co-operation, in the event of a strike November 1, in keeping a sufficient number of mines in operation to guarantee ample fuel to the state institutions of Indiana and the public utilties of the various cities. President Lewis, who is in Washington to confer with Secretary of Labor Wilson, replied to the governor last evening by suggesting that he use the next ten days for getting a supply of coal for the state Institutions. Mr. Lewis makes no reference in his message to the appeal on behalf of the public utilities. He considers that the utilities are in the same class as the domestic consumers both will have to look out for themselves. Fears Suffering. It is understood here that Governor Goodrich fears that in event of the threatened strike being called November 1, and continuing for any length of time, it might lead to suffering and distress among the state's wards. It alsois reported that many of the water works, electric light and other public utility plants over the state, will be caught with only a limited supply of coal. President Lewis'sreply to the governor's message was as follows: "We are making effort to avert a strike, but that effort may be defeated by the arbitrary attitude of the coal operators. I suggest that you get in touch with the Indiana operaUfors and arrange for an ample supply .P of fuel for the state institutions be- ' fore November. 1."

September Only Day Month for Wayne While other parts of Indiana have been dusty since July, during which time many counties have suffered from drouths, Wayne county, has had a normal amount of rain. From July 1 to Monday night, 12.76 Inches of rain have fallen in the county, according to estimates made at the pumping station east of Richmond. Monday night about .27 of an inch fell. September had the smallest amount of rainfall, and July the largest. Estimates announced from the pumping

station follow: July, 4.64 inches; August, 3.74 inches; September, 1.79; October, so far, 2.58. With the excep tion of September, which was about l1 inches short, the rains of each month hve been normal.

WOULD PUNISH BOMB MAKERS BY DEATH

WASHINGTON, Oct. 21. Deposit of bombs or other infernal machines in the mails would be made a capital offense under a bill by Senator King, Democrat, of Utah, favorably reported Monday by the senate Judiciary committee. The measure was introduced after the May day bomb outrages.
