MORE SPEECHES STOP SENATE'S SHANTUNG VOTE Adoption of Textual Amendments Would Mean Defeat of Treaty Colt. WASHINGTON, Oct. 16. The plan of senate leaders for a vote today on the Shantung amendment to the peace treaty were abandoned Wednesday afternoon because of the number of senators who desire to speak. A vote may be taken tomorrow. Adoption of textual amendments would mean defeat of the peace treaty and would accomplish no practical result that could not be brought about by reservations, the senate was told by Senator L. B. Colt, Republican, Rhode Island. Referring to the Shantung amendment and that proposed to equalize voting power in the League of Nations the Rhode Island senator declared they would reopen peace negotiations while reservations would leave the treaty intact and would change its provisions only for the reserving nation. It would be unfair, he argued, to
increase the voting power of the Unit
ed States as proposed in the amendment of Senator Hiram. Johnson, Republican, California, and leave the
other first-class powers with only one
vote in the assembly. Senator John K. Shields, of Tennes see, a Democratic member of the For
eign Relations Committee, speaking against the Shantung amendment, said disposition of the Shantung rights was
a question not directly concerning his country.
