Speaking on the subject of law enforcement and war time prohibition, S. Edgar Nicholson said Thursday afternoon : "War time prohibition went into effect July 1, but up to this time has not proved to be entirely effective because of the lack of adequate penalties in the original act. "The eighteenth amendment will not be in force until January 1C. An enforcemeiit code is now pending in congiess which when enacted will provide adequate machinery for the enforce

No Prisoners on Roads. Since July the county had found it necessary to hire men to work on the roads because of the lack of prisoners, it was said. "I believe money to hire workmen to do road repairing is well spent, and we may be thankful that we do not have prisoners to do it," said Mrs. Huff. Mrs. Hiatt read the resolutions passed at the recent national convention of druggists in New York state, when they decided that their profession be divorced from a part in the sale of liquor, which "does not have a place in the Medicinal world." "While there has been a day when we found it difficult to get even a small report In the daily newspapers regarding the W. C. T. U., today we find it an easy task to receive notice of our meeting, and it is gratifying to find that the world of our organization is considered of consequence as news material." said Miss Mary Woodward, chairman of the press committee.

'Y" Directors Discuss
Membership Campaign Plans for a Y membership campaign late this month were made by the directors last night. Extensions and improvements to the cafeteria were referred to the house committee, of which Clarence Kramer is chairman. Representation at the national Y. M. C. A. conference at Detroit in November was discussed, but no delegates were appointed.

Graves, commander of American forces in Siberia, in retaliation for alleged scurrilous articles published In a Vladivostok newspaper and hostile acts of Cossack chiefs, in the far east, has held up shipment of 11,000 rifles which recently arrived at Vladivostok to the all-Russian government at Omsk. Giving notice of his action by telegraph through Major Slaughter, his representative. General Graves, in direct and forceful laguage declares he will personally cause the arrest of the offending editor and the suppression of the newspaper The Golds Robinl, unless the Omsk Bvernment does so. He asserts further that unless the activity of the Cossack chiefs is controlled he would recommend that America refuse to render further assistance to Russia. General Graves pays he will retain the arms until advised as to what action the Omsk government proposes to take.
