326 FAMILIES AIDED, SHOWS REPORT OF SOCIAL SERVICE BUREAU FOR YEAR
Three hundred and twenty-six families were referred to the Social Service Bureau for assistance during the fiscal year, -which ended August 31, 1919, according: to the annual report of Howard Dill, president of the bureau, at the annual meeting, held Monday evening In the Commercial club rooms. Twenty-eight directors were elected. These will meet Thursday afternoon at the bureau rooms, to choose officers and committees. The directors elected at large are: Mrs. John H. Johnson, Mrs. J. F. Hornaday, Mrs. Millard F. Warfel, Chas. W. Jordan, Sam Fred, Leslie E. Hart, Rev. Geo. C. Burbanck, Dr. A. J. Whallon. Those elected by affiliated organizations are, by the Commercial club, Demas S. Coe, W. H. Romey; Rotary club, T. B. Jenkins, Rev. J. J. Rae; Wayne Red Cross, Howard A. Dill, Miss Margaret Starr; Wayne Medical boclety, Dr. L. F. Ross, Dr. M. F. Johnston; Woman's club, Mrs. Paul Ross, Mrs. Edwin G. Crawford; Day Nursery Association, Mrs. Rudolph Leeds, Mrs. Harry Lonta; Penny club, Mrs. Anna Dowell, Mrs. Emma Rothemel; Rich

"Our office is the center to which misfortune gravitates naturally, and our workers are facing every phase of the problems of the unfortunate members of society," says Dill's report "From September 1, 191& to August, 31, 1919, ther were 326 families Including 28 non-residents, referred to us for some form of assistance. The ttoal number of new families 1. e., those not known to us before, was 91. The influenza epidemic brought some families to us for the first time. "During the height of this trouble, the poor seemed to suffer most and in many cases, whole families, sometimes the majority of whom were self-supporting, were practically impoverished by this trouble. We co-operated with the Wayne County Chapter American Red Cross in the matter of securing nurses for the afflicted families. Family Life Upbuilt. "In the minds of many, the idea exists that the bureau is an organization whose purpose is the relief of those in need. It is that, of course, but it is much more. It is in reality an organ
ization for the upbuilding of family
life, particularly where families have
been assailed by the forces that bring bout social and economic maladjust

"While we are particularly equipped to deal with poverty, we are also called upon to deal with the general problem of family reconstruction and of family conservation, whether the particular family to which we minister is suffering from poverty or from some other form of social 111. "The Social Service bureau is not a bureau to give alms. It gees that relief is given when necessajy of course, but except in emergency cases, relief is furnished from township funds.
The principal part of the funds raised
by the bureau, as you will note from the treasurer's report, is used for administrative purposes. "For this fact we have no apology to offer. There is a deep seated cause

provement is to discover that cause

money never will accomplish this. It
can be brought about only by patient,
intelligent effort, by someone trained
for that work.
"This is no easy task nor Is it onei that can safely be entrusted to unskilled hands. That the cost of this expert service represents merely the expense of distributing groceries to the poor is a self-evident fallacy. The giving out of food and cash is a simple process that could almost be performed by some automatic machine. Patient, Skilful Study. "What the salaries of the bureau's workers pay for is' not the handling out of material assistance, but patient, sympathetic, skillful study of each individual, problem and the best way to solve it, not for today or tomorrow, but for the future. The work of the bureau was also outlined by Dill, who showed that much work had been accomplished. Praises Miss Clark. Much praise was given to Miss Ethel Clark, secretary. "Your president wishes to impress upon the board of directors, the members of the bureau and the public, the efficient work that is being done
by Miss Clark and her assistants," the report reads. "Miss Clark's reputation is rapidly spreading. Offers have been made to her by other cities; but she feels that an Important work can and should be done here, and deserves the hearty cooperation of all who are interested in furthering and improving social work in Richmond." The work of the Home Service committee, which was formed when the Red Cross turned over its work to the bureau, shows that the committee rendered valuable aid to service men. The family welfare committee, according to the report of J. S. Hill, chairman, was called upon to consider various problems of the family, such as desertion, inefficiency, sickness, intemperance, immorality and the like. Child Welfare Feature. The work of the child welfare committee, which conducted the registration and examination of children under the auspices of the national child's welfare board, was reported. The re
port states that the committee's work
was hampered somewhat by disease epidemics. The department to encourage systematic savings by the provident committee, was shown to be very suc
cessful. The system had the effect of
encouraging thrift among the poor. Representatives made 834 visits during the year, and collected about $300.

FOR WAYNE COUNTY IS PLAN OF WORKERS

Goodell executive secretary of the Commission of Evangelism in Federal Council of Churches of the United States, who will be the principal speaker at two meetings to be held in Richmond next Wednesday afternoon and evening under the direction of the local federation of churches.
