PROGRESS SEEN IN FIGHT UPON COST OF FOOD
Prices Arc Already Coming Down, Report to Attorney General Declares. WASHINGTON. Aug. 21. AttorneyGeneral Palmer said today there was evidence that the government campaign to reduce the cost of living already was bearing fruit. A prominent vegetable packer of Maryland wrote Mr. Palmer that prices were beginning to ease off as It became evident the Department of Justice meant business in announcing that criminal prosecutions against horders and profiteers would be Instituted wherever the laws were violated. "We want to make clear, however," the Attorney-General said, "that nothing we can do can change the immutable economic laws on which prices depend. Hoarders To Be Sought "If we can increase the eupply by greater production and lessen demand by greater saving on the part of the people, the cost of living should come down.
"We can help that along by forcing
hoarders to put on the market food held out for an advance in prices and
further by holding up to public scorn or by prosecuting if Congress gives us the criminal amendment to the food control law, those who are guilty of trying to exact a greater profit than is reasonable and just. "We are going to make the market that is the law of supply and demand operate normally Instead of artificially."

Wayne Must 'Again Send Tuition Money To Other Counties Under 1919 Ruling Although Wayne county is not directly affected by the recent ruling of Ell Stansbury, attorney-general in regard to the distribution of school de flciency funds, the old question of Wayne county paying for the tuition of other counties in the state, is brought up by the ruling. A letter was received by C. O. Williams, county superintendent of schools from Attorney-General Stansbury, Thursday, explaining the ruling. Under the 1919 law, school corporations with eight months' terms, must have a 75-cent levy In order to receive aid from the state fund, whereas in former years a 25-cent levy was all that was necessary to receive this aid. The law also provides that no levies could be increased, making it impossible to get state aid under the 1919 law, with het 1919 levy. The ruling of the attorney-general, however, solves the problem by making it possible to base the distribution on the 1918 levy. Wayne county, however, with a levy of from 20 to 60 cents, does not get a share of the state fund, but instead sends about $10,000 annually to the fund for distribution to her poorer neighbors. "Wayne county is short of children but is long on wealth, so we have to help pay for the tuition of other counties, where the levy Is smaller than in Wayne," Superintendent Williams said.
Chicago "Legit" Theaters Are Closed by Walkout (By Aoclated PrejitO CHICAGO, Aug. 21. Eight downtown theaters remained closed today as a result of strike of actors, stage hands and musicians. There Is little chance of any of the closed houses being reopened for tonight, according to the leaders in the movement against the producing managers association.
Even the managers of the houses affected said the strike lines seemed to be tightening. The one down town theatre which is not "dark" had a brief strike experience preceding the matinee yesterday when its stage hands and musicians went out along with those at other houses. It is the Olympic, where Fiske O'Hara is appearing in " Down Limerick Way". Shortly after the walkout it was found the management if- not affiliated with the Producing Managers association and when this was discovered the stage hands and musicians returned for the night performance. Predictions were made today by leaders of the strike that burlesque, vaudeville and motion picture houses would soon close unless the producing managers recognize the Equity Association of Actors and Artists.
FLIES SCARCE HERE THIS SUMMER; KILL NOW FOR NEXT YEAR
Very few flies, in comparison with the usual number, made their homes in Richmond this summer, due to the clean and healthful surroundings maintained by local residents, said Dr. J. H. KInsey, city health officer, Thursday morning. However, If the same standard is to be kept up next summer, now is the time to get rid of the blowflies, said the doctor. The blowfly, which can be designated by its size and color, a blue-black, is the one which lay the eggs in the fall, by which next year's flies are hatched. Keep Garbage Cans Closed! The most successful way of getting rid of the pests, continued the doctor. Is to keep up the clean and healthful living conditions. Garbage cans, and other places where flies are fond of sworming should be kept tight and sanitary. Also fly traps can be very useful, if kept in cool places, and in the rear of homes, bakeries, grocery stores, etc., as a city ordinance prohibits fly traps on sidewalks, and other public passways. The blowfly, Is a wise fly, concluded the doctor, and the best way to catch him la to keep your traps in cool places, as he is very much against the sun. Fly killers should remember, that "a swat now will save a million later."

Doughboys and Gobs May Get War Insurance Back Honorably discharged sailors and marines, who have allowed their government insurance to lapse, can reinstate their insurance within eighteen months after date of discharge, without paying the back premiums, is the announcement made by Chief Gunner's Mate McNeely, local recruiter, Thursday morning. All that the discharged sailor or marine will be required to pay is the premium on the amount of insurance they carry for the month of grace the government allows them and the premium for the current month. "The wise man will reinstate himself," said McNeely, "for the recent law passed by congress, enabling the men to carry the insurance on the twenty and thirty year endowment plan and also for life, is very bene
ficial to the discharged men as the
government Insurance premiums amount to only half as much as outside insurance premiums, and will make a very profitable investment."

Levi T. Pennington, of the Friends, has left for Oregon, to attend the yearly conference of the Young Friends, the last week in August, at Pacific college, Newburgh, Ore., of which he is president. Pennington, after adjusting his affairs in tho Northwest will bring his family to Richmond, stopping off at Oskaloosa, la., in order to be In attendance at the Iowa Yearly Meeting of Friends, and take charge of the Friends Forward Movement, of wlucn he is director. Dr. Karl Muck, Orchestra : Leader, Leaves for Germany (By Associated Press NEW YORK. Aug. 21. Dr. Karl Muck former leader of the Boston Symphony orchestra who was interned at Fort Oglethorpe today, boarded the steamship Frederick the Eighth for Copenhagen. Department of justice agents stated he was brought from Georgia a day or two ago in custody of a department agent on his promise to return to Germany. He has been stopping at a local hotel. His wife will go to Germany with him.

Clem Advises Vaccination Against Shipping Fever There have been a few cases of shipping fever or hemorragic septisemta, among the hogs and cattle In Wayne county, lately, but not to any alarming extent, as the farmers realize the danger of this disease and vaccinate against It, said Lou Clem, local veterinarian Thursday. This is the season when farmers usually buy large numbers of cattle for feeding purposes and these cattle are almost invariably exposed to the ravages of the shipping fever, for the chief origin and source of this disease is in the stock yards and cattle cars, he said. If this disease is neglected and if the farmers do not vaccinate against it. It can cause as much damage as an epidemic of cholera.
Hog Island Shipyard Workers to Name Boat (By Associated Press) PHILADELPHIA, Aug. 21. As a tribute to their efforts In breaking the world's record in ship production and for their work in the liberty loan campaigns, the employes of the shipbuilding plant at Hog Island have been accorded the honor of naming a boat and choosing a sponsor. The ship has been named "Hog Island," and will be launched on August 29. The sponsor will be selected by ballot from the 1,200 girl employes at the yard.

Recorded, Urges Wright Discharged soldiers are urged to have their discharge certificates recorded by Sergeant Wright, local army recruiting officer. In this way there will be no danger of loss in case it becomes necessary to send the discharge to Washington or some other place, he said. "There are a number of men who have asked me about allotments, victory buttons and the like, but when I tell them to send their discharge papers to Washington, or Indianapolis, they refuse," Sergeant Wright said Thursday. "If they had their discharge recorded it wouldn't make any difference if they were lost, as long as the discharge was on record in the court house." Soldiers, sailors and marines may have their discharges recorded without charge by the county recorder in the court house.
NEGRO ARRESTED FOR STATUTORY OFFENSE
William Tracy, colored, was arrested by Sreriff Carr late Wednesday evening, and is now in the county jail awaiting arraignment on a statutory charge. Tracy is charged with having criminally assaulted a 3 year old girl.
DEADLOCK AT LOUISVILLE
(By Associated Press) LOUISVILLE, Ky., Aug. 21. The strike of 1,300 employes of the Louisville street railway company entered its third day today without a car on the streets. Both company and employes were In a deadlock and neither willing to submit to any plan which would lead to re-opening of negotiations looking toward a settlement.
