CINCINNATI, O.. July 30. The price of wheat should be reduced to the consumer, but Uncle Sam must keep faith with the farmers, hundreds
of thousands of whom have turned much of their energy and land to the production of grain. They now are reaping the golden harvest, as wheat is beginning to flow to flour markets and export centers. The crop is going to be the biggest ever known, according to government reports. Crop experts figure 1,161,000,000 bushels will be grown this year. This, says a business review published by the National bank of the Republic of Chicago, "is an amount so huge as to threaten seriously the ability of the country to store It." But how and where does the general public come in as the family sits down to partake of its bread the staff of life? During the war folk made no objection when wheat substitutes went into bread manufacture, when loaves shrank In size and prices continued to go up. Charles A. Hinsch, president of the Fifth-Third National bank, of this city, who was president of the American

But it was only last week that Mears, a gray-haired man of 60, stepped out into the world a free man. Everything was strange. Except, for two years, during which time he was an escaped prisoner, Mears had not been able to experience the changing world about him. A world war had come and gone. Everywhere were automobiles, telephones, even aeroplanes all new wonders to Mears. He decided that all his friends were either dead, strayed away or else had forgotten him in his little home town in Kendall county. Or, maybe worse still they might only remember he

I do not know exactly how this should be done, but out of the $1,000,000.000 appropriation by congress the difference in the present guaranteed price of wheat and a new one figured on the natural law of supply and demand could be taken. "Tho guarantee of the government has been a disturbing factor and while it was Justified during the war there no longer is need of aguarantee. But we must keep faith with our agreement with the farmers, which was made to stimulate the production of wheat. If the above plan is carried out, it will enable not only wheat, but all other commodities, to respond to the natural law of supply and demand." Hinsch believes financial interests of the country will approve the lower wheat Idea based on the law of supply and demand and that suggestions of great value will be offered to the government, especially by bankers who ere in close touch with the great wheat belts In this country. The plan favored by Hirsch is for
the government to reduce the price of wheat, keep its guarantee to pay a
nxea price to rarmers, and make up the difference between a new selling price and the minimum of $2.26 a bushel pledged to farmers to spur production as a war measure. Hinsch points out that the Grain Corporation, owned and financed by the government, has an appropriation of $1,000,000,000 given by congress to assure a fixed price to farmers. The government knows about every carload of grain that goes to market. Dealers are licensed, operations of commission men are scrutinized closely and the Grain Corporation has no trouble whatsoever in figuring down to cents the distribution of the millions of dollars that are handled in the wheat business. In brief, when a. wheat grower sends his grain to market he knows he will get at least $2.26 for everv bushel.

Corporation Has Billion Personally ho gives no detailed opinion for publication as to how the proposition should be worked out, but fmphasizes that the Grain Corporation has a billion dollars at its beck, and, abvo all, it has authority. It requires about 4 1 bushels of wheat to produce a barrel of flour. From a barrel of flour 300 pound , loaves of bread are made. Bread is felling in Cincinnati at a chain sy?Um of groceries at the rate of 6.67 cents a pound. In some places it is higher. With wheat bound to give the farmer a return of $2.26 a bushel, bakers say the price of bread cannot be lowered. If it were reduced, say to $1.50 f bushel, that would be another matter, they say. Hinsch makes no suggestion as to how much the price ought to be cut down, hut. $1,000,000,000 is a pretty substantial sum, Isn't it? And remember the United States Grain Crporatlon has that amount of money jingling in its hands right now.

could he compete even with men of his
own age after 28 years behind the
bars, he sighed. He had very little money and wondered what would happen when it was gone. Then he found an unexpected friend in Edward Gerard, manager of the home for paroled convicts of the Volunteers of America, 6036 Ravenswood avenue. There, says Gerard, he will be free to remain until he gets his bearings, so to speak. Later he was cheerful again, but not ery talkative. The prison life had taken-that out of him. All he wanted to do, he said, was to "rest up a bit," end then seek work at his old trade of tinsmith. He was able to keep in practice by working at his trade in prison and hopes some one will be found who doesn't mind his record behind him. Mears' main idea now, he says, is to make an honest living, and forget as much as he can of the last 28 years. He has a sister living in Aurora.
