Candidacy Would be Based on Achievements in Paris, Says Illinois Senator. WASHINGTON, D. C. July 14. Former Senator James Hamilton Lewis, of Illinois, who, when be was in the senate was administration spokesman, gave Washington statesmen and politicians a shock by the interview with him published yesterday, in which he predicted President Wilson would be a candidate for a third term. It was not so much former Senator Lewis' prediction that the president would seek re-election that startled the politicians as it was his declaration of the basis on which Mr. Wilson probably would rest hia candidacy. New Political Alignment On this point Mr. Lewis said:

"If the opposition to the peace treaty and the league of nations shall force

Notwithstanding the fact that former Senator Lewis called at the White House the other day, to confer with President Wilson, his statement is not accepted as authoritatively setting forth the president's Intention to run again.

Scott, commander of the R-34. Major General Seeley. of the Air Ministry, wrote: "Congratulations on your magnificent achievement of having been the first to cross and recross the Atlantic by Air." General Syke3, of the air ministry, wrote: "Your successful Journey Is a splendid augury for the future of commercial aviation."
GARBAGE LOCKED
UP, BOARD HEARS Complaints that many Richmond
persons keep their garbage locked up,
and in inaccessible places were made to the Board of Public Works Monday morning by the city trash and gar
bage collector.
Citizens are reminded that they
must place their trash boxes where the collectors can get them, which
means that they cannot be locked unless they are unlocked before seven in
the morning.
The board gave W. J. Pleasant, a
garage operator, permission to cut the curb In front of his garage. South F
street, between Eleventh and Twelfth streets, in order to make a cement driveway.
Report of the Investigations of the
repairs for boilers in the city building, made by the board, was referred to the fire chief, who Is In charge of
the Investigations. City clerk William Stevens was instructed to write property owners liv
ing on the south side of Richmond avenue, between the river and First
street, instructing them to cut their weeds. The city building inspector was instructed to buy two new awnings for the office of the civil engineer. The resignation of the Janitor of the city building was accepted.

ROME, July 14. The Intranslgeant Socialists have published a manifesto proclaiming a general strike on July 20 and 21, as a protest against the peace treaty.
Junior H. S. Buildings To Be Best Of Kind Plans for the new Junior high scaool building are well under way. Mr. Perkins, of Perkins, Fellows and Hamilton, the Chicago architects in charge, was in Richmond Monday going over the plans with Superintendent Bentley. The plans, which represent the most modern ideas in school buildings. Include separate gymnasiums for the boys and girls, large Bwimmlng tanks, and several other inovatlons that will make the schools the best of their kind. They will be made to accommodate one thousand pupils each and will hold the seventh, eighth and ninth
grades, said Bentley.
It is estimated that there are a thousand regularly ordained women ministers in the United States.

High School To Come In New First State Class The Richmond high school will easily come In the new first class according to the rating proposed by state 6chool superintendent L. N. Hines, eaid euporlntcndent Bentley, Monday. To be a first class school the state requirements would be that all grade teachers have thirty-six weeks training, that all high school instructors be college graduates and that the school year be nine months In length.
