WHY DO LIBERTY BONDS NOT BRING PAR OR PREMIUM? Sanborn Answers QuestionGives Reasons Why Many Have Parted With Bonds. By WILLIAM R. SANBORN The owners of Liberty bonds, most of which are sellinr below car. are no doubt somewhat surprised that the bonds of the richest government on earth should be at a discount anywhere, and more especially so in the home market. - . The Victory bond issues of the Canadian government are bringing a premium, while all our war Issues are selling below their face value, with a single exception: Victory 3 .have sold at par during the past week, the low 6ales for several days being $99.92 for $100 bonds. Included In this exception are the Victory 4s. which have not sold below $100 during the past few days and are 8 cents to 10 cents over par on the $100 now This is a very small premium, only a mm on tne dollar, but even so It Is better than a discount. there was some speculation in the bonds, and that these percentages figured in mills, have already made dollars of decline since some of the more various Issues were first marketed. Reasons for the Decline A student of the foregoing table will naturally wonder why First Liberty 314s should bring so much more than the Second 4a, the difference being $5.30, each flgu, 4 at the high of the day's market; a., j why the Second 4s Fhould be at a discount of $1.10 under the First 4s. The natural infer ence is that, both bonds being equally gooa, they ' should bring the same price. It is also natural to pay more for a perfectly good 4 per cent bond than for one of equal surety and merit which is not the case as shown by the table, the 3',- per cent bond bringing the most money. The only apparent solution for this problem lies in the dates of maturity, and the convertibility of the bonds at will of the holder into issues of later date and at higher rates of interest. It will be observed that the latest isfue, the Victory 43,4s, pay the greatest amount of interest and are bringing the highest price. With reference to high rates of In terest it must not be forgotten that' Canadian Victory bonds bear 5 per cent interest, which is two per cent more than Liberty First 3s pay to holders. Canadian war bonds are tax exempt in Canada. Amount of Bonds Issued Uncle Sam has issued Liberty and Victory bonds to the total of twentyone billion dollars, or about $210 per capita, estimating our population roundly at one hundred millions. Figuring the population of the Dominion of Canada at eight millions the Canadian war issues total $217 per capita. Figures may not lie. but If not completely explained they may be very misleading. For instance: Ten billions of our bonds were issued for the benefit of our European allies, and they owe us for them. Deducting this tremendous amount, which the allies will eventually pay in full, our net per capita Issue of war bonds foot up but $110 per capita, for which the American people are liable for payment, though held principally here at home. The Canadian war loan totals but $1,739.000.000 of which all but about $300,000,000 is owned in Canada: the United States and Great Britain dividing the latter sum. It will be observed, then, that the Canadians are much more heavily taxed in proportion than we are. as to war issues. Another important reason for the decline in our war bonds is this: Many small holders find themselves overloaded. Very many have patriotically bought bonds who could III afford to do so. They have purchased of each issue, in thousands of instances, when a single $100 bond

should have been their possible limit. within so short a period of time. Oth ers more able than those mentioned have met misfortune, or face loss or decline in Income, perhaps. Then there is the third class; those who bare sacrificed their bonds in order to make wildcat investments, promoted by blue sky operators who should be in federal prisons, lnj hundreds of instances. - The bonds thus traded for worthless securities. In the main, come on the market everyday, for the new owners want to be ready to fade from view at an hour's notice, and want no bonds on hand by which they may be traced. They operate as companies ' or corporations and have dally divisions of the spoils and "need the money." Doubtless millions in bonds have been thus sacrificed, at the face of the amounts paid in on them. Aside from this the tendency is toward large accumulations. . Small denominations are being offered for sale quite freely by small holders and are going into stronger hands, who are converting into larger denominations. Results of Dearer Money. Numerous bankers and bond experts are of the opinion that United States war bonds are headed upward and should sell at a premium within a year or two. Why not? They are warning holders not to dispose of their bonds, except through strong financial institutions, where they will receive every cent the market warrants, in cash, and not in other securities which may be only worth the price of waste paper by the pound. The main reason for the taxable government issues selling below par is the prevailing interest rate for money. These bonds never paid a high enough interest return to remain at par. When money is loaning between 54 per cent and 6 per cent taxable issues will sell down to a point where their return approximates the return on other loanable funds. Had our government officials ' borne this fact in mind, as ' was evidently the case in Canada, they would have issued bonds paying a higher interest rate or bearing a tax exemption feature. In this case the cost to the entire country would' have been a little higher but it would have been no greater than the loss now borne by bond holders whose bonds are sell ing below par. Theater MURRETTE. A set that occupied fully threequarters of the big stage of the Wil liam S. Hart studios in Hollywood, was erected to represent a barroom and resort in New Mexico, for "Square JJeal Sanderson, Mr. Hart s new Art craft picture which is presented at the Murrette theatre today, Tuesday and Wednesday. The set is complete in every detail. It shows the long bar with its form idable array of bottles and glasses; the Immense room with card tables snd chairs all the paraphernalia of the southwestern haunt of the un tamed. But there is no dance hall there is only one woman in the story Ann Little who plays the role of a young ranch owner beset by men determined to steal her land and herself as well. Much of the picture is exterior in character and Mr. Hart and Lambert Hillyer, co-directors, took the com pany to a place near Victorville, Calif., for desert scenes and spent two weeks in the open. The picture story was written by Charles Alden Seltzer and it appeared in the Argosy magazine, and was plcturized by Lambert Hillyer. It was photographed by Joe August who is cameraman for all the Hart productions. d MURRAY. For weird and unusual lighting effects, Thomas II. Ince's latest Paramount picture, "The Haunted Bedroom." which comes to the Murray theatre for three days, commencing today, will establish a precedent in moving pictures. SEVEN BRIDGES TO BE BUILT IN PREBLE COUNTY
Commissioners Instruct County Surveyor to Draw Plans Recorder's Report Filed. EATON, O.. July 7. Seven bridges, three culverts and one bridge abutment will be constructed in Preble county by the county commissioners, who have directed County Surveyor In this story, which features Enid Bennett, the residents of "Whispering Oaks believe a ghost is haunting an old mansion. It becomes the duty of a young newspaper girl to ferret out the mystery for her paper. Herein is the demand for strange lights and to get the effects desired a corps of six electricians was continuously em ployed during the filming. There is absolutely nothing super natural about the picture, and no camera trickery. There is not an incident concerning the disappearing ghost that is not satisfactorily explained to the spectator. Just what tough assignments news paper reporters are put up against will be seen by the public in this pic ture. The story was written by C. Gardner Sullivan, who, during his reportorlal career was given some hard assignments himself and to the girl reporter in this story he handed one that certainly would stagger even the most daring news hunter. The opening scene is in the editorial rooms of a New York newspaper of fice and a touch of realism was given this that will be appreciated by the public, ever interested in the inner workings of journalism. John Ryder to prepare plans, specifications and estimates for the improvements. The seven bridges are to be concrete girder affairs, as also are the culverts and bridge abutment improvement. The bridge improvements are to be made at the following points: Quaker Trace road, Lanier township, near W. A; - Potts'; Eaton-Oxford road, Isreal township, near I. N. Morrow's; West Alexandria-Gratis road, Lanier township, near Jesse Haston's; two structures on Morning Sun road, Isreal township, one near Rogert Brown's and the other near Georke Loop's; Gratis-Jacksonburg road. Gratis township, near Samuel Stubbs'. The culvert improvements are to be made at the following points: Winters road, Gasper township, near Charles Hickey's; New Paris road, Washington township, near James Clark's; Foos road, Monroe township, near J. A. Gauch's. The bridge abutments will all be constructed on Twin Creek road, Lanier township, near Loop's. Form Lands Increase. Preble county farm lands brought an average price of $124.78 per acre, during the fiscal year ending June 30, 1919, according to the annual statistical report of County Recorder Ola Potts, which has been forwarded to
the secretary of state. In 1918, the average price per acre for farm land in the county was $110.38. In 1917 the average price was $101, and $77.72 in 1916. The 1919 report shows that a grand total of 1045 deeds were recorded, in volving 29.179, and representing a con sideration Of $1,273,243.80. Of the total number of deeds, other than one-dollar considerations, 14o were for farm lands, involving 8820 acres, and representing a consideration of $1,100,564.25. Deeds to city, town and village lots, other than one dollar consideration, numbered 240, an dthe consideration was $172,022.55; average price, $716.75. A total of 657 one-dollar consideration deeds were recorded, involving 20,359 acres. Mortgages recorded totaled 614, involving 25.721 acres and representing a consideration of $1,975,540.31. Bids Being Sought Bids for furnishing the ballots and supplies for the primary election in August are being sought by the county election board. Legal advertising for the bids and supplies was prepared in a meeting of the board here Saturday. Union Meeting Held. Union church services on the lawn at the courthouse Sunday evening drew a large audience, which listened to a splendid sermon preached by Rev. T. J. Simpson, of the Presbyterian church. Rev. Paul Wight, Christ church, was in charge of the singing. These union meetings will be held each Sunday evening during July at the courthouse. Judgment Is Allowed. Judgment for $300, with interest, alleged to be owing on a note, is sought in a suit filed in common pleas court by Ed. Fischer against M. S. Doty and Aggie Brown.
