Home Building to Have Big Place in U. S. Promise of Federal Aid in Home Loan Banks

WASHINGTON, June 16. Definite federal aid for the "own your own home" movement is promised in a bill just introduced in the senate by Senator Calder, of New York, and which, it is expected, will be enacted into law before the end of this session of the congress. ; The bill follows a plan outlined some time ago for the creation of "home loan" banks on the same principle and theory on which the farm loan banks have been created. In operation, the bill would simply make it easier for prospective home owners to borrow money; it would give them much better terms than they now get in most localities; and it would make it much easier for financial institutions, especially savings and loan associations, to lend them the money. . This would be accomplished through the establishment of federal home ' loan banks throughout the country, the sole business of which would be to lend money on home mortgages. The capital for these banks would be supplied in the' same manner that capital is supplied for the farm loan banks, namely, through the sale of bonds secured on mortgages deposited with the banks by persons who borrow .money. It is probable that the bill may be greatly altered in detail before it is enacted into law, but the great necessity of making money available whereby individuals may begin to build and own homes, expected to result in an early alleviation of the present shortage of houses, certainly will cause the congress to give close attention to the bill. In commenting on the bill, Senator Calder called attention to the fact that in France approximately 80 per cent of th heads of families own their own homes, whiie in the United States, home of majority rule, about 42 per cent of the families occupy homes of their own. It must be paid after the war is over at an increased cost, paid for in the cost of building or in rent, or in the general high cost of living, through the shortage of facilities. Authorities offer no encouragement that there is an approaching lowering of cost, the consensus of opinion being that we are all subject to influences beyond our control the world shortage of men, materials and plant, heavy tax burdens and foreign political complications. Lowering of prices through curtailment of exports, or the increase of imports, seems impossible at the present time. The only avenue remaining is the lowering of prices through increasing production. "There is no nation on the face of the earth with so large, homogeneous and enterprising a population. The moral characteristics of our people have been quietly but unmistakably indicated by their response to the draft and to the war loans. "It is said that we already have morthan one-half of the tools of industry of the entire world, and these, together with our re- , markable resources and with the spirit of American hustle, have made possible a higher standard of living in this country than in any part of the globe. "We of all nations have fared best during the war and the reconstruction period. Our commercial failures during the last six months have been less than ever before, our banking clearings have been 15 per cent greater, our crops will produce a greateryield, but as a result of the war, through exports and immigration, we are now facing a critical shortage of labor and commodities. Let us therefore improve our tools of industry and develop our nation's, resources as never before, for our assets surely are ample, and let us inaprove our credit facilities for this necessary construction."
