aforesaid, the possession or placing of
motion picture films on said premises,
to prevent smoking upon said prem
ises, regulating public standing room
In said premises, prohibiting the placing of baby carriages or cabs and simi
lar vehicles or obstructions in the sublic foyers and public passageways
upon such premises and providing a penalty for the violation of any of its
provisions. Section 1. It Is hereby declared to be unlawful for any person, persons, firm or corporation engaged In the management, conduct or operation of
any theatre, motion picture theatre, coliseum, theatorium, assembly room, auditorium, or any other place used for public gatherings, public amusement or public entertainment In said City of Richmond, to have, allow or permit in or upon any of the premises aforesaid any motion picture film or films save and except it be in actual use in the motion picture machine adapted and used for the projection
of pictures therefrom, unless such
film or films while on the premises aforesaid be kept securely and com
pletely enclosed in a fireproof metal
box or container. Section 2. It is hereby declared to
'. be unlawful for any such person, persons, firm or corporation aforesaid to 1 allow or permit the operation of any j motion picture machine for the pro
jection or production oi mouoa pictures In or upon any of the premises designated in Section One of this Ordinance, except under the actual constant charge, supervision, personal oversight, direction and control and In the continuous and Immediate presence of a competent operator or person skilled in the operation thereof; and no person or persons shall op
erate any such motion picture machine in or upon any of the premlsse afore
said without remaining continuously
in the fireproof booth provided for and
required by law wherein such machine Is situate, during and throughout the
running of such films and the projection of pictures therefrom, and at all times during the operation of such machine; and no person or persons, firm or corporation engaged in the management, conduct or operation of any of the premises aforesaid shall allow or permit the operation of, and
no person or persons shall operate any motion picture machine . In or upon any of the premises aforesaid for any of the purposes aforesaid, save and except when the doorway or doorways opening into said fireproof booth are securely closed. Section 3. It shall be unlawful for
any person or persons to smoke while in any theatre, theatorium, motion picture theatre or coliseum in said City upon any occasion when the same is about to be used or is used for a public gathering or public amusement or entertainment Section 4. It sball be unlawful for any person, persons, firm or corpora
tion engaged in the management, conduct or operation of any of the prem
ises aforesaid to allow or permit pat
rons or persons to stand in any of the

Any person, firm or corporation violating any of the provisions of this Ordinance shall be fined in any sum not less than Ten ($10.00) Dollars nor more than One Hundred ($100) Dollars for the first offense, to which may be added for a second or
