Provides Practical and Comfortable Method of Visiting Arctic, Says Explorer. fBy Associated Press SAN FRANCISCO, Calif., Apr. 18. In the way of modern methods of transportation as a means of reaching the North Pole, the submarine comes first in the estimation of Vilhjalmur Stefanssen, the Arctic explorer. Next comes the dirigible balloon, and finally the airplane. "The submarine appears to me to be a perfectly practicable way of reaching the pole as well as a comfortable way, for one could carry all the necessary comfort," said Mr. Stefansson on his recent visit here while discussing arctic exploration with friends. "I seldom have seen a stretch of ice extending more than thirty miles without coming to open water. Under the circumstances there never would be any difficulty in the matter of getting to the surface. Also the navigator would bo assured of calm water when he came up in these ice hemmed bltB of water. "The submarine already has been used for getting to ice bound ports by passing under the ice. They may be provided with wheels bo as to go along the channel bottom. A large Hubmarine will only weigh about 600 pounds on the wheels when submersed in this manner. English Farm Laborers Get Big Pay Increase (By .Associated Press) LONDON", April 18 Construction of a tunnel under the English channel to connect England and France which, according to government announcements, will soon begin, is a centuryold scheme broached to Napoleon by the celebrated French, engineer Mathleu. It was not until Napoleon III came to the French ll.it'iu' that actual preliminary work was undertaken, with the approval of the French ruler and Queen Victoria. Then came the Franco-Prussian war and th scheme again lapsed. Shortly after that war a convention was signed between France and England setting forth the conditions under which the tunnel should be constructed. On the English side boring operations were begun near Dover at a depth of 160 feet and a seven-foot tunnel was bored for a distance of 2,000 yards. Strong opposition on grounds of military strategy developed in the British parliament against the project and again It was dropped.

William Dudley Foulke attended the meeting of the League to Enforce Peace, of which he is a member, and
also the annual meeting of the Penn
sylvania Civil Service Reform association with which he is connected,
in Philadelphia, April 10 and 11.
The meeting of the League to Enforce Peace was held on April 10. William Howard Taft and President A. L. Lowell of Harvard university, both members of the executive committee, were present. These two were authorized by the officers of the league to send a cablegram to President Wilson that if the Monroe doctrine were not put into the peace treaty it would in all probability not pass the senate and would endanger the league. The
: cablegram was sor.t that night, not
only to President Wilson, but to representatives of England. Italy and other rations in the peace conference. The next morning word vis received that the Monroe doctrine had been
! put into the peace treaty. Mr. Foulke said that "it was probably too early for the cablegram to have been re'ceived; nevertheless it was a good ! thing."
