Nation 700,000 Homes Short of Number Needed; Says Speaker Building Expert
In an address at the Chamber of
Commerce of Indianapolis Monday, Leslie Willis Sprague, represt-nting the United States department of labor, made a strong appeal for home-building in Indiana as a vital feature in helping solve the nation's problem of restoring industrial activity to a normal basis. The address was a convincing argument In favor of the new "Own-Your-Home movement. "The nation is 700,000 dwellings short of what is needed to meet the requirements of the people," said the speaker. "The reason for this shortage is that during the war, building enterprises have necessarily been stopped in order that labor and materials might be used in the necessary war work of the nation. In the United States there is a normal building enterprise of 200.000 dwellings a year. In 1914 there were erected 285,000 dwellings, including apartment houses, while in 1918, including the government's building enterprises there were erected only 125,000 dwellings. One element in the high cost of living is high rentals which cannot be ex
pected to decrease while the nation is inadequately houesd. "The shortage in dwellings is paralleled by the lack of office buildings, factories and public buildings of all descriptions. What is true of buildings is a!eo true of road making. Of more than 8,000 miles of approved road building projects for which the federal government has made appropriation to cover its share of the cost, less than 45 miles has been completed. It is estimated by the Department of Agriculture that it would require a billion dollars to put the roads and highways of the nation into proper condition. A significant fact is that one-half of any amount spent on road building would go directly to the payment of labor. State and local governments should co-operate with the federal government in its duty of Instituting immediately road building enterprises. "Wages cannot materially decline while the high cost of living continues, nor is there a general wish on the part of employers that wages should decline, except to accompany a decreasing living cost.
Building materials have increased during the war period 60 per cent, but all other commodities have increased 109 per cent. Any argument against the use of building materials would therefore be more pertinent if applied to other commodities. Building materials have increased 60 per cent without demand for them. As soon as building enterprises are undertaken and a demand for building materials is thereby created, it is probable that the demand will at least prevent any considerable decline in price. "In consideration of the Importance of providing employment for those who are now unemployed, and against the possibility ot a larger volume of unemployment in the near future, and considering the nation's necessity for equipment to do what must be done when Indus--try resumes its normal basis, the public as a whole should lead off in the Immediate resumption of building and road making. Surely the city, state and nation can afford to undertake any economic risk that may be involved in building at the present time."
