! v More Books for the Soldiers L The cessation of warfare did not remove the
demand made on the War Service Library for books, according to a telegram received here by Mrs. AdaL. Bernhardt, librarian of MorrisonReeves library. It is easy to see that the boys overseas and in the demobilization camps of this country have more leisure for reading now than they had a year ago and it is also apparent that the old volumes in the camp libraries have lost their charm. The present appeal is for fresh fiction. It is assumed that volumes of fiction of recent date are wanted as the first call for books must have brought forth an abundant supply of fiction that was in vogue in the last decade. Now books that were printed in the last two or three years are
wanted.

Every year a vast number of corporations and securities become extinct, but the lists of deceased mining companies are still larger than all others put together. Many shares if purchased should be bought by the pound only, and yet this greatest of all world swindles seems to be a continued and a continuous performance. As a rule the only thing to be gained by the purchaser of
unknown speculative wildcat shares is a tem
porary added interest and excitement in life from holding a few dollars' worth of something which may be worth millions in one's imagination if one is careful not to make too many inquiries about it. Experience may be made on a very small outlay, but one cannot expect to make money from these stocks. This "continuous performance swindle" goes on and on, year after year. The amount of money put into highly speculative and visionary schemes is almost beyond belief. Obsolete and worthless stocks are often found in the 'strong boxes of successful men who have always been reputed to be very shrewd. They may, of course, have been purchased for a small fraction of their par value, or donated for the use of the recipient's name as

Fresh fiction, it is believed, will be a powerful factor in maintaining the morale of the soldiers. Owners of books of fiction are urgently requested to make a patriotic sacrifice of these volumes, i Usually an appeal of this sort is not heeded Very readily, because the decision to do what the heart dictates is not promptly made. In this instance the patriots of the community are urged to make up their minds quickly and also to see - ihat the books are sent to the library so that they may be forwarded to the proper destination. Richmond's quota is 1,000 books. ; Cui Bono? ; Under this caption The Outlook denounces the predatory instincts of promoters of worthless securities and beseeches small investors to ignore investments in wildcat oil stock selling enterprises. Wayne county has been a fruitful field for promoters. Bankers say that thousands, of dollars are taken from this community annually by promoters who succeed through fraudulent publicity to exchange worthless pieces of paper for coin of the realm. Says the Outlook: f . Sisyphus was a King of Corinth, condemned o roll uphill a huge stone that always rolled down again. Why should we continually labor in vain, J.nd roll the stone of Sisyphus ? There is so much to be accomplished that is really vital and worth while. A man who had spent a lifetime in hard work and frugal living finally accumulated sufficient capital which, if it had been properly invested, would have sustained him in old age. He stopped work, and then set about what he termed "investing it". But, instead of selecting wellknown seasoned securities of old-established successful corporations, he rushed headlong to the four corners of the globe and selected risks in iicw construction propositions, wildcat oil stock selling enterprises, worthless first mortgages on swamp lands, and ended by buying a million shares of mining stock in a gold mine abandoned years ago, it havingbeen sold for non-payment of taxes a fraudulent scheme at its inception.

citement and hope that something might turn up to make him suddenly rich. The preposterous and grandiloquent language used by the promoter, his flimflam, buncombe, and inflated exaggerations, should warn the prospective purchaser of a possible mirage a quicksand of deceit ; but the gilded pill is swallowed, bait, hook, and sinker, again and again, and upon coming to his senses' he may beat the air and lash the waves, but he is only dropping a bucket into an empty Well and his discomfiture is abated only by time and forge tfulness. But soon again he will drink when some one "commends the . . poisoned chalice" to his lips. All that will be necessary will be for some knave with fair pretense to commend another counterfeit, and, hoping to make up for all past misfortune, he plays again. One method of increasing the number of operating oil companies by four hundred per cent without doing any extra work beyond printing certificates is as follows: The promoters purchase one-sixteenth of an acre and organize four companies, each company owning one-quarter of the one-sixteenth of an acre. At the center of this plot, where the properties of the four companies join, a well is drilled, each company owning one-fourth of the well. Certificates of stock are issued, and the promoters declare they are now actively drilling on their property. If this well strikes oil, all four companies notify their stockholders that they have struck oil. If they don't strike it, enough stock has probably been sold to enable the promoters to move comfortably to another one-sixteenth of an acre to organize four more companies.
The date of the first sale of lots In the present town of Richmond, and other interesting information about the first .years of the city, is given in a number of the Richmond Public Ledger, the second oldest Richmond newspaper, published in April, 1826. village," says the old-time editor. "The ground on which It stands was settled in the year 1806. At that time there were no settlements west of the east fork of Whitewater, and but few west of it within the limits of Indiana. "The first sale of lots was in the 15th of August. 1806. After flourishing a year or two, the town seemed rather in a languishing condition, until four or five years ago, when it became renovated and has since steadily improved, and the prospect is flattering that its career will be no more interrupted. "Situated in the best improved part of the state, and possessing solidity of capital, we think that no probable reverse can reduce us to the dull, deteriorating condition of many towns in this county which flourished for a time. "Perhaps, however, the surest pledge of prosperity, is the general industry of the inhabitants, which gives a smiling appearance of prosperity to the vilage. Many dwelling houses have ben erected, and preparations are making for many more. Last year nearly 400,000 brick were made and used in this place. "In March, 1824, the village contained 453 souls, now it contains 632, white and 16 colored persons, total 648, an increase of 43 per cent, in two years."
