DENIES HINES CHARGE

WASHINGTON. April 7. J. D. A. Morrow, general . secretary of the National Coal Association, yesterday denied charges by Director General of Railroads Hines that the bituminous coal operators were attempting to eliminate competition to force the public to pay unnecessarily high prices. Coal mines connected with the Shantung railway in China yield annually about 500,000 tons. Davis, and more than fifty other voters and freeholders of said County, praying for the improvement of a highway under the provisions of the County Unit Road Law, which petition, omitting Its caption and signatures, is as follows: "Gentlemen: The undersigned, being fifty (50) and more freeholders and voters of Wayne County, in the State of Indiana, respectfully petition and pray Your Honorable Body for the improvement under the provisions of the County Unit Road Law of a certain highway within said County, and particularly described as follows, to-wit: "Beginning at a point on the Richmond and Newcastle Turnpike, said point being on a line between the counties of Wayne and Henry in t5t State of Indiana, said line being approximately two miles west of the Town of Hagerstown; thence in a southeasterly direction along said turnpike to the west corporate limits of the Town of Hagerstown; thence east along Main Street in said town to Perry street; thence south along jrerry bireet to the south end of said street: thence angling east with said Richmond and Newcastle Pike and continuing along the same to the west corporate line of the Town of Greensfork; thence east along Pearl street in said Town to the east corporate limits thereof; thence continuing in a general southeasterly direction along 6aid Richmond and Newcastle Pike to a point where it intersects with the Union Pike; thence south along the Union Pike to the north corporate line of the City of Richmond; thence continuing south on Northwest Fifth Street in said City to a point where it intersects witn Center Street; thence east on Center Street to Northwest Second Street in paid City; thence south on said Northwest Second Street to where it intersects with Richmond Avenue, said last point being the terminus of said highway. Said highway being In total length of approximately eighteen (18) in lies. "Said petitioners respectfully 6how that said public highway has already been established, and they now petition and pray that said highway be improved by grading, draining, changing and widening the same where necessary, and paving as hereinafter recommended. Width "We recommend the width of said highway be as now established except where it shall be necessary tpwiden the same for drainage or construction purposes. Character of the Improvement "We recommend that the highway be paved with concrete, the name to be eighteen feet in width, nine feet cn either side of the center line of said highway, and on either side of said strip of concrete paving there shall be a berm of gravel six feet in width. "We recommend that such changes be made in the grade of said highway and the drainage, culverts and bridges cn the same as in the discretion of said Board of County Commissioners may be necessary. In regard to an overhead bridge above the tracks of the Richmond Division of the Pittsburgh, Cincinnati, Chicago & SL Loui3 Railway Company on Northwest Fifth Street in the City of Richmond, we recommend that such bridge be replaced by a suitable bridge of permanent character with safe and proper approaches to the same. "All of which is respectfully re quested." This petition will be presented for hearing and determination to the Board of Commissioners of Wavn County, Indiana, at their office in the voun tiouse, ai menmona, inaiana. at 10 A. M., o'clock on Saturday the 19th day of April, 1919. Any interested party may appear at such hearing and show cause why the request prayed for in the petition shall not be granted.
