HARDING WANTS FOCH TO WRITE PEACE TREATY
Declares Allied Chief Gin be Trusted to Guard Security of United States. WASHINGTON, April 3. The suggestion that Marshal Foch should write the peace treaty and -wind It . up In a hurry, as he did the armistice terms, was advanced by Senator Warren O. Harding, of Ohio. General Foch could be depended upon, the Senator said, to guard the security of the United States as well as that of France and Great Britain. Mr. Harding criticized the delay at the peace conference and declared that it has brought the allies apparently to the point of recognizing Bolshevism. Ho said the people of all countries are seriously concerned over the delay In bringing about peace. Denounces Secrecy. "Not only is Bolshevist destructiveneas to be countenanced in fallen Russia," he added, "but the world will awaken pretty soon to the fact that . Germany Is dominant there and has . expanded infinitely more through
I revolution and delay than she had ' expected to accomplish by force or arms." Senator Harding declared that the secrecy surrounding the consideration of the proposed league of nations plan in Paris was "regretable." ' The original draft is doomed here if not buried at Paris," he said. "It is regretable that we know so little, in the face of the solemn pledge of 'open covenants, openly arrived at, we are astonished to read of threaten ed exposures of hindering influences, and my own reluctant impression is that the peace conference is not getting anywhere with actual accomplishment. I doubt If we have any serious proposal for a league with the treaty of peace, for which peace treaty all the world is calling."

"She has served notice that this privilege must be granted her or she will not Join the league. Both President Wilson and Judge Taft announce that immigration is a domestic and not an international question, but Japan does not consider it and insists on it being settled now. Nor does that view accord with President Wilson's entire attitude on the question. If this constitution be adopted. Japan will at once take advantage of the opportunity granted under the provisions of this article, to raise the question. "Suppose that both parties have resorted to diplomacy and failed to settle the question. They are then bound to submit the problem to arbitration or to the executive council. Suppose that either the court of arbitration or the executive council decides that the United States shall admit Japanese citizens into the United States Japan and1 the United States are both members of the league, and under the terms of this article we are bound not to resort to war against another member of the league which complies with the award of the arbitrators or the recommendation of the executive council. May Obtain Entrance. "Japan is the ally of England and has been for many years and If after nations of Europe represented on the executive council believed in the free movements of the peoples and the ingress and egress in their nationals to all other nations, it is very easy to imagine that the court of arbitration or the executive council would decide in favor of Japan in the controversy of that character," He pointed out that Article Thirteen made provision for the executive council of the League of Nations to propose "what steps can best be taken to give effect" to its decisions. He construed Article Sixten to mean that where any of the contracting nations break or disregard the covenants, the nation so doing shall be deemed to have committed an act of war against all other members of the league. One of the league's methods of Imposing its decrees, is an economic boycott, he said. Mr. Watson said that his second major objection to the proposal was that it would override the provisions of the American constitution whereby congress Is empowered to raise and equip an army and navy, the partial abandonment of which is specifically provided in the covenant. The Hoosler lawmaker charged President Wilson with inconsistency in declaring for a "free and openminded and absolute impartial adjustment of all colonial claims," and at the sametime providing in the league constitution that that body fix the territorial limits of the nations. He expressed the belief that the fact that Germany and the other central powers were to be kept out of the league would result in the establlshmen of another by Germany, in which Japan would take membership if she were not allowed "to dump her people upon us."- The creation of two leagues would mean war "transcending in volume and fierceness those that are not but smoldering In Europe," he said. Epitomizing the reasons why he is opposed to the league covenant, Mr. Watson said that while it ostensibly was formulated to preserve peace, yet eight of its articles legalized war and four of them compelled it; that it confers upon an executive council the literal domination of world; that it does not provide for the election of representatives in the council, but says they shall be of executive choice ; that permits a foreign body to suggest the size of our army; that is empowers the council to levy an assessment upon the United States for any sum it may judge necessary, that it makes immigration, taxation and tariff international and not domestic questions; that it transfers a portion of our sovereignty to foreign control and abrogates the Monroe doctrine; that it thrusts the United Seates into all the quarrels of the world; and that it provides that the "labor of all countries shall be equalized." Prospective Unrest. Exclaiming that peace is not yet in sight, Mr. Watson said that it is very doubtful whether there wil be peace in Europe until the nations of that continent can form the United States of Europe. We have had no war with England for 103 years, and yet we have had repeated differences with her. t Harmony Prevails. "We have a boundary line on the north 3,500 miles long and yet in 103 years it has been marked by neither soldier nor guard while no fort rises along its entire length to mar the harmony that prevails betwen these two lands. "As a part of this scheme the nations of theeastern hemisphere could enter upon their own plan to maintain peace among their own people just as we do in the western hemisphere. Then, if any trouble arose In this hemisphere, it could be settled by their alliance here. If it arose in the eastern hemisphere, it could be settled by their alliance there. If It arose in either hemisphere and was of sufficient strength and portent to endanger the liberty of the nations of either, then both should fly to the rescue; for, whatever endangers the freedom of either hemisphere should be attended to by both. But it is not every breach of the peace that threatens freedom, and we should not be compelled . to furnish either men or money to settle all the broils and squabbles of all the small nations of Europe or of the world."

AFTERNOON CONFERENCE Denunciation of the Democratic war administration was the keynote of Senator James E. W'atBon's address to 500 Republicans of the Sixth district and the state at a conference Wednesday afternoon. , 'Every phase of the conduct, of the war came in for severe criticism, and Senator Watson. In common with Rep-' resentatlve Richard N. Elliott, William Roach, secretary of state, L. S. Bowman and other speakers of the afternoon, called for an early and vigorous start of the Republican campaign for 1920. From the beginning of the war, and before. Senator Watson said, he was opposed to the course taken by the administration. Not until March 21, 1918, when the great German drive began, did President Wilson begin , to make war on a large scale, said Senator Watson. United States Lags Before that, the president failed to go to war in spite of the sinking of the Lusltanla and other ships, and the loss of hundreds of American lives, and even before that, the Mexican policy, was weak and was responsible for much of the trouble later, in making Germany realize the United States was in earnest. Then Wilson gathered around him to prosecute the war what was characterized as "the most inane and incompetent group of persons ever in Washington.
