GRAFT SYSTEM IS ALLEGED IN NAVALRESERVE Investigation of Graft in Third Naval System Ordered by Daniels.

(Br Associated Preaa.1 NEW YORK, Feb. 19. Arrests on charges of bribery and graft in the .personnel of the Third Naval District have been made following an investigation ordered by Secretary Daniels, the New York evening Post says. The Post quotes Secretary Daniels as saying that the Investigation indicates "that money was paid for assignments and promotions in the service and discbarges from the. service." ... It is charged that a system of bribery of minor officials of the district, with particular reference to the naval reserve force, has been operating. The investigation by the Secretary of the Navy was ordered, it was said, after he had consulted with Rear Ad miral Nathaniel R. Usher, in command of the district, who is described as preferring that any Investigation that was undertaken, should be made by some one outside the district. Special Investigator Sent. The Investigator Is a member of the staff of the Judge Advocate's office in Washington. . The Evening Post says it is reported that "approximately $500,000 was expended in payment for special favors granted to individuals In the service." Many men, it is declared, were apparently admitted to the navy and the naval reserve to escape being drafted Into the army. The physical standards for the navy and the naval resedves were higher than for the army. It is explained in this connection, and some men who were found physically unfitted for service in the navy or naval reserve, were nevertheless admitted when they made payments of money. The French embassy here has been advised that the condition of Premier Clemenceau, whose life was attempted this morning, does not at present appear to be dangerous. The premier, the advice adds, was taken immediately to his own house after the shooting. An official dispatch received In London says that the doctor after an examination of Premier Clemetceau that owing to his great physical powers the premier would be able to ward off serious results. Miss Aurora Mardiganian, maimed, tortured and imprisoned by the Turks who acted tmder orders of the German commanders, is telling her story in America to help the campaign for $30,000,000 for relief work in Armenia. The Armenian girl appears with a film, "Ravished Armenia, which tells the story of her life. The film is the official picture of the American committee for relief in the near east. Miss Mardiganian's left leg still bears evidence of the torture inflicted. Mrs. Harriman, shown with the srirl, is interested in the campaign.

Workers Report 141 New Members Reports of the committees working in the membership drive of , the Knights of Columbus, which were submitted to the organization at a meeting held Tuesday evening showed that 141 members had been obtained. The campaign will continue until all reports are in. The Richmond organization has . a membership of 200. The membership in the United States is 500,000 and the drive was for one million. Thus it would be necessary to double the membership in each organization. At the meeting Tuesday evening Ernest Kreug, district deputy, from Muncity, outlined the hopes and the aims of the Knights of Columbus. Father James Ryan of St. Marv's Cathode church spoke on "The Good Tf the Order."
