URGED BY TAFT Permanent Peace Not Possible Without Society of Nations Declares ex-President (Br Aaaoclated Press! CHICAGO, Feb. 11. An appeal to American citizens to unite In support of President Wilson In bis fight for a league of nations was made by prominent speakers at the opening session of the Great Lakes congress of the league to enforce peace. The opinion was that the proposed league should be based upon a constructive peace. Justice and sound principles. William H. Taft was the principal speaker at the meeting this evening. He described the organization of the league in Philadelphia In 1915 and paid that recent events had made it possible to put into actual operation the plans of the organlbation much Booner than It expeeted. He declared that the defeat of Germany would not bring a permanent peace without a league of nations treaty and that the many questions an disputes that would grow out of enforcing this treaty would have to be Interpreted by an impartial international court. Machinery of League. Mr. Taft described the necessary machinery as follows: "First, we will have the international court; second, the council of conciliation; third, the agreement for organizing economic powers and military forces If need be, and fourth 'and final, the congress of powers. "All that this league proposes is that every nation shall enjoy complete sovereignity within the llultations of international law. "Let us support any real League of Nations that is brought back even if it does not give us all we desire, so that it will have fair consideration on its merits, so that we can discuss its provisions; not in a nagging, critical, unfair way, but with a constructive spirit, with team work for all to go on and realize what should be the glorious fruits of the war." ON TRAIL OF "MISSING" WASHINGTON, Feb. 11. An unofficial channel for seeking the latest available information as to soldiers reported missing in action or otherwise lost track of has been opened by the War Department through the columns of the various papers published at army hospitals. A statement issued today suggested that relatives of Euch men write to "The Port of Missing Men," Surgeon General's Office, Washington, or to the newspapers at the nearest army hospital. HORSE KILLED WHEN TRUCK HITS BUGGY

GREENVILLE, Feb. 11. A buggy in which Charles Witters, his wife and child were riding, was run into and upset and the horse killed, early Saturday morning, near Rossburg, by an automobile truck. While the Witters family all received Injuries, they are not of a serious nature. The truck driver was not identified. The contract for the Zeller ditch was let Saturday by the county commissioners. This ditch is in Monroe township and was let to William Bridenbaugh for $11,660. Jacob Newbaurer was granted a "divorce from his wife, Anna Newbaurer, Saturday. The case was not contested. The property rights of the cqnple had been settled. u Delia Strait was given a divorce from Harry Strait Saturday. Strait is to pay his wife $15 each month as alimony, and the title' to the property owned by Mrs. Strait in this city was solely vested in her name. Harvey Minnich of this city was sworn in as deputy state supervisor of elections of Darke county Saturday by County Clerk Rayburn. Whitewater Mr. William G.
