WORLD'S DIGGEST NAVAL FORCE IS URGED FOR U. S. - ; Opportune Time for America to Expand, Declares Admiral Mayo. V ' WASHINGTON, Jan. 31. In urging Immediate naval expansion Thursday before the house naval committee, which votes tomorrow on the administration's new building program. Admiral Mayo, commander in chief of the Atlantic fleet, said: "The league of nations is rapidly getting down to a sewing circle, with no means of enforcement and no international police force. Now Is the time to go the limit in expanding our navy." In urging naval expansion the admiral said that the present was the opportune time and that American expansion was expected by the world. Race with England. "Do you think that this is the opportune time to expand because other countries will stop building because of war debts?" asked Representative Kelley of Michigan.' "Partly, but not primarily," responded Admiral Mayo. "We can expand now because the world expects it, but to do it later might cause trouble, and it certainly would cause inquiry." "I think that England will always try to keep ahead of the world," he continued. "Then It Is a race between us and England," said Mr. Kelley. "It may be," answered the admiral.

INDIANAPOLIS, Jan. 31. Republican members of the Indiana Senate, in causus yesterday, decided to give united party support to f ve of the constitutional amendment proposals now pending in the Legislature. The constitutional amendments, offered some time ago by Senator English, are platform measures, but some of them, notably one, making the clerk of the Supreme and Appellate courts appointive instead of .elective, and another, making the superintendent of public instruction appointive, are opposed by some Republicans becaupe they seem to tend too much to centralization of power in the hands of the t.overnor. The observance of Father and Son week in Richmond, February 9 to 16, Is being planned at the Richmond Y. M. C. A., under the direction of Orville Branson, Boys' secretary. A prominent speaker is to come to Richmond on Sunday February 9, to give the principal address at a mass meeting of all the Father and Sons of the community in the Coliseum. This will open the activities of the week. Tuesday evening a banquet, the principal social affair of the week, will be .given in the Y. M. C. A. dining rooms. "Comedy in Color" (Neff) By Quartet Robert Graham, Clarence Kerlln, Floyd Nusbaum and Kenneth Dollins. . Charles Locke, who appears on the Tuesday evening program with a talk "In a German Prison Gamp," was over five months in various camps in Germany. He was taken prisoner by the enemy during the last successful German offensive in the latter part of May, 1918, at Chemin des Dames, near Solssons. Locke was an ambulance driver serving with one other American in a French regiment. A proclamation issued for Fathers and Sons week by Governor Goodrich follows: "One important problem must not be overlooked in this time of reconstruction and rehabilitation, and that is the problem of directing the Interest and activity of our boys in proper channels. The sudden change from war to peace is bringing about some disorganization, even in America, and it is vitally necessary that we protect the welfare of our boys who are to control our country's destiny within the next few years. Need for mutual sympathy between father and son was never greater than today, because of the conditions peculiar to the fluctuating times. "This week of February 11 to 17 has been designated as Father and Sons week, in the hope of arousing In the men of Indiana an abiding sense of their responsibility toward their own boys and the boys of their community. I trust that the week will be marked with appropriate exercises all over Indiana and that special services that are being prepared by the churches, Young Men's Christian Associations, Boy Scouts, and other organizations, will receive the patrioticsupport of all citizens." Lee B. Nusbaum, chairman of the Sixth District Indiana Branch of the National War Service Committee, is strongly opposed-to the luxury tax that is coming soon before the house. He says he has been busy the last few days in getting merchants In this

district, "affected by the luxury tax, to send telegrams in protest to the Indiana delegation in congress as well as to Senator Simmons and Congressman Kitchen of the conference committee, who have this matter in hand. A telegram from Washington Friday morning from Alvin E.
