FRENCH FORCES TO CARRY ARMS BEYOND RHINE General Petain Praises Troops for Tenacity and Courage During four Years of War. (Ry Associated Presa.) WITH THE FRENCH ARMY IN FRANCE, Nov., 15. General Petain, commander in chief, has "issued the following order of the day to hl3 troops: "To the French armies: During long months you have fought. History will record the tenacity and fierce energy displayed during these four years by our country, which had to vanquish in order not to die. - "Tomorrow in order better to dictate peace, you are going to carry your arms as far as the Rhine. Into that land of Alsace-Lorraine that is bo dear to us you will march as liberators. You will go farther, all the way into Germany, to occupy lands which are .the necessary guarantees for Just reparation. "France has suffered in her ravaged fields and in her ruined villages. The freed provinces have had to submit to Intolerable vexations and odious outrages, but you are not to answer these crimes by the commission of violences which, under the spur of your resentment, may seem to you legitimate. "You are to remain under discipline and to show respect to persons and property. You will know, after having vanquished your adversary by force of arms, how to Impress him further by the dignity of your attitude, and the world will not know which to admire most, your conduct in success or your heroism in fighting. "I address a fond and affectinato greeting to our dead, whose sacrifices gave us the victory. And I send a message of salutation, full of sad affection, to the fathers, to the mothers, to the widows and orphans of France, who, in these days of national joy, dry their tears for a moment to acclaim the triumph of our arms. BY EDWARD BARRETT, State Geologist. The proper construction of a road comprises the following elements, viz.: proper materials, width, thickness, crown, berm, curves, grabient and drainage. The proper relation and coordination of these elements spells good roads. Granting that the above are present in a completed road, what is the next most important concern of the community after the completed road has been thrown open to traffic? We answer without hesitation, maintenance. As there are important elements in road construction, so there are important elements in road maintenance. These may be classified as follows, viz.: dragging, rolling, filling. culvert3 and bridges. The moment a completed road is opened to traffic, that moment begins its destruction, and this will be kept up until the road Is ruined, unless proper maintenance Is kept up. .

dollars will have to be spent to make1 up for the destruction that will go

on and which will increase alarmingly. In caring for highways used now ten times as much as they were a year ago nothing could fit the case so well as "a stitch in time saves nine." Unless liberal road repairs are permitted all over the country, many highways will be absolutely of no avail when winter comes. Under the present system there la an absolute check upon the money spent for road repairs. It is possible for any person to consult the records In the highway superintendent's office and see just where the money has gone. It also insures a personal supervision over the repair work of the county highways, and serves to adjust the distribution of the funds in the different districts, thus avoiding the spending of the taxpayers' money with incompetency and in a careless way. It seems certain that the next session of the legislature will create a state highway department and through the office of highway- superintendent a complete cooperation between the state department and counties can be formed that will prove more valuable than anything else. Each county has its own particular highway problems to meet and work out, and the typo of road that would be successful in one county would not necessarily be entirely successful in another county. Edwin Duffy, commissioner of the New York state highway commission, which is recognized as having the best organized and most efficient state highway department in the country, stated in an address a short time ago that is the most important civil officer in

the county in the present day of road building, and the success of the New York department was due to a large extent to the hearty co-operation received from the superintendents. It has been exceedingly detrimental to the highway work of the counties on account of the past custom of changing highway superintendents every two years. The office of highway superintendent should be removed from politics.

UNITED WAR WORK November 11 to 18. Wayne County Quota $100,000. The real test of the patriotism of Wayne county will come during the approaching United War Work Campaign. It cannot be said that Wayne county is patriotic merely because she has oversubscribed the Liberty Loan; subscriptions to the loan were but evidence of good business, for the subscriber was making an investment in the best non-taxable security in the world. We are now to have the opportunity to add to the comfort of those who fight for our cause and to give relief to those who have suffered from the struggle. The United War Work Fund will enable the boys over there to have a real Christmas. Although the sending of Christmas packages has necessarily been restricted, still the Y. M. C. A., the Knights of Columbus and the other associations which will be furnished money from the United War -Work Campaign can make a happy Christmas for the boys if we will but subscribe the money. UNION SERVICES ON THANKSGIVING

Churches of Richmond will have union services on Thanksgiving, Members of the Ministerial association decided at a meeting yesterday. Details of the services will be arranged by a general committee which will be appointed later.

Superintendent Giles Will Leave Monday Superintendent J. T. Giles, of the Richmond schools will leave Richmond for New York where he will remain a week attending conference before sailing for France to take up work with the Overseas Educational Commission. Mr. and Mr?. Giles will go to BloomIngton today and return Saturday.

The Springfield (Mass.) Chamber of Commerce is sponsor for a plan to

bring over 100 French girls to study American business , methods' at the Springfield high school of commerce.
