What Marshal Foch will demand as the chief guarantee of Germany's good faith for an armistice was revealed In a cable dispatch from France recently. It was told therein that the allied council at Versailles had approved a "minute" in which the marshal said he would Insist upon the occupation by the allies of Metz, Strassburg and Coblenz. the "strategic key to Germany." Possession of these Important places would give Foch two great bridgeheads over the Rhine and control of the vital Briey-Longwy iron and coal fields. From Coblenz and Strassburg be could strike swift blows at the main industrial centers on which the supply of the German armies depend. He would also have open roads ontl the German plains.

Wartime Conservation Hits Halloween Celebration

Even Hallowe'en is to come in for wartime conservation this year. It is to be a "less" event: cabbageless. partyless, and worst of all to the small .boy, eve tlck-tackless. The'flu?' is partly tb lame f orfthis infringement on the rights of young America. The ban on public gather

ings, which will not be lifted until j

Saturday, places the usual Hallowe'en masquerade parties in the prohibited class. The number of influenza patients, some of whom are still seriously ill with the disease, has caused the order that there be none of the usual noise identified with Hallowe'en. Conservation of food stuffs is behind the request that there be none of the customary distribution of cabbage and corn on front door steps. Mayor Zimmerman's proclamation, issued Tuesday, which asked that tills be made a ("sane Hallowe'en" has generally been adhered to. Only a few very small maskers on the streets have'' suggested the approach of the old pagan holiday. No propertyv-dep-redation has been reported to the police, and very few small boys soaped windows after they learned that it was unpatriotic to do so. No trouble is expected by the police tonight. Maskers will probably be on the streets In usual force, but there are to be no large indoor gatherings. The goblins will no doubt be out, but not even the police force and influenza can do anything with a goblin, and if the small maskers look hard enough they will probably observe an old witch or two riding moon-ward on their brooms. And any number of girls will probably go downstairs with a mirror at midnight in the hopes of

seeing somebody in a uniform looking I

over their shoulder. That sort of thing; always happens, even in war times, and there may be even more

than usual recourse to the test this year, because with all those pretty French girls over there, who knows Anyway, It will be more or less Hallowe'en, even if it is deprived of its most .distinguishing assets.
