STATS COMMISSION APPROVES GAS RATE
The order of the state public utilities commission confirming the agreement between the Richmond Light, Heat and Power company and the City of Richmond, dated Oct. 16, regarding the natural . and artificial gas supply and rates tor Richmond, -was received today. The agreement sets out that artificial gas Is to be manufactured when the natural falls, but does not state when the company Is to resume furnishing the natural product. The company officials and the city have agreed that the natural gas is to be resumed when the supply In the spring is sufficient to meet the demand. City Attorney Robblns has asked the commission to Include this In' the order. . The company proposes, as under their agreement and the order of the commission to supply gas, either artificial or natural, and citizens are assured that they need not remove their gas burners because they may fear that there will be no suply. An uninterrupted gas service is promised for the winter. (Correspondence of the Associated Press) A belt of the Rhine valley, roughly 250 miles long, from Cologne in the north to the Grand Duchy of Baden in the south, a region crowded with war Industries and Intersected by a railway system of vitarimportance to the German army In France, Is now a definite part of the war zone. This is one of the most striking and significant developmens of the allied Campaign, and how big are Its possibilities may be gauged by the vast damage, both physical and moral, already inflicted upon the enemy. It is the achievement of the Royal air force. Over that region In the last three months the airmen, operating day and night, have made 249 raids, dropping 207 tons of bombs upon many enemy railway centers, monition works, poiscn gas factories, electrical and engineering plants, blast furnaces, aerodomes, and other Important military objectives. The efTects of these raids have been of incalculable value to the allies. One of the first was the compulsory withdrawal by the Germans of a large number of airplanes from the fighting front for the defense of the Rhine. But a greater gain has been the profound and widespread depression caused to the German people; the "home front," to us the phrase of Ludendorff. Captured letters from places as widely separated as Mannheim and Cologne testified to the terror and panlo Inspired by the raids among the civil population. Well-to-do families, In increasing numbers, are seeking the temporary security of the more distant inland towns. There are Indications that the flight of the wealthy is causing intense resentment among the working population, who. being for the most part engaged in war industries, are exposed to almost nightly danger from the raiders. But the terror of the German populace is not confined to the territory actually added to the war zone. It exists throughout the country, particularly in far distant Berlin, where preparations have been made to defend the city against air raids. BACTERIOLOGISTS COMBAT CONTAGION (By Associated Press) CHICAGO, Oct. 18. Because of the influenza epidemic all athletic contests which attract crowds, whether indoors or out of doors, probably will be prohibited for an indefinite period in Illinois by orders which It is expected will be issued today by the state health authorities. This action will cancel all arrangements for football games, wrestling matches and similar contests after today. Two new agencies were at work today in an effort to combat the epidemic of influenza in Chicago and the state.
