STRICT JUSTICE MUST PREVAIL AT PEACE TABLE

Authors of Frightful Wrongs Against Mankind Must Be Punished, Says Lansing. i "i AUBURN, N. Y.. Oct. 11. "If another world war is to be prevented, strict justice and the common godd must be the underlying motives or those who are charged with the responsibility, of drafting the peace treaty after Prussian militarism is crushed." Secretary of State Lansing said last night in an address here. He was speaking at the celebration of the one hundredth anniversary of the founding of Auburn Theological Seminary. . ,, "While stern Justice must be tempered with mercy," Mr. Lansing said, "when the time comes to balance the account the authors of the frightful wrongs committed against mankind should not be forgotten." He urged, however, that the American people discriminate between the ignorant and the irresponsible, between the master and the serf. Treaty Must Be Lasting. "The principles upon which a general peace will be made between the warring nations," said Mr. Lansing, "have been clearly stated by President Wilson. These principles of justice must guide those charged with the negotiation of the great treaty of peace and must find expression in that momentous document which will lay the foundation for a world transformed. Thoughtful men must know that the peace which is to come will not be a lasting one if its terms are written in anger or revenge rather than the desire for strict Justice, and the common good is the underlying motive of those who are charged with the grave responsibility of drafting the greatest treaty which the world has ever known. "I think that it is sufficient in these days of toll and struggle while the beast controlling the peoples of the central powers is still at large to assert that the peace which will come when the world is safe will be a peace founded on Justice and righteousness. Let us not forget that while stern justice without mercy is unchristian, mercy which destroys Justice is equally unchristian. When the time comes to balance the account and it seems to be drawing near as the vassals of Germany seek refuge from the day of wrath the authors of the frightful wrongs committed against mankind 6hould not be forgotten.

Many Volunteers Answer Call of Merchant Marine (By Associated Press) WASHINGTON, Oct. 11. The recent appeal of President Wilson to former seafaring men to volunteer for service in the merchant marine service, has met with so prompt and enthusiastic response that the shipping board has received more applications than it can handle. . Many former captains, on reading the president's appeal, left their work and came to Washington, with the. impression' that they would be sent to sea immediately. It was found, however that the captains were coming forward faster than ships were being made ready for sea, and that men were leaving their present occupations with unnecessary haste. ,. The shipping board issued a bulletin yesterday, addressed to all former captains retired or in mercantile service, asking them to forward to the recruiting service at Boston their names and addresses with list of licenses and discharges, in order that they may be put on the available list for call when the completion ot further vessels creates a need for their services.

Two More Volunteers , Wanted for Aato School

Two more volunteers are needed to complete the call for auto mechanics to go to Warsaw, Ind., next Tuesday. Any man who has had experience with automobiles and is qualified for the work, is asked to call at the conscription board at once. Night school courses enable you to supplement your education.

CLOSE GATHERINGS IH PREBLE COUNTY EATON, O., Odt 11. Saloons, poolrooms, cigar stores and soda fountains here are closing at 7 o'clock in the evening and will continue to do bo until the influenza epidemic is under complete control. Proprietors of these businesses volunteered to close in , the evenings, following a conference with Mayor H. L. Risinger and City Health Officer Willard Armstrong, who deemed it advisable. The closing plan became effective Thursday evening. While the local situation seems to be slightly Improved, yet it is not believed that all danger is past and it it believed that a general suspension of business in the evenings will serve to assist in bringing about desired results. The epidemic has fastened itself upon other communities in the county that heretofore have not been affected to any great extent, so reports reaching here state. All schools, picture shows and other places of publij gatherings have been closed throughout the county, it is said. No services will be held Sunday in any of the local churches, including the Catholic church; according to present plann, which were adopted in a meeting of the local ministerial association. For the first day thus far this week, no deaths from influenza in Eaton were reported Thursday. The toll thus far in Eaton has been a half dozen or more. In the communities nearby a few more than that have died. The total deaths in the county can not be definitely ascertained.
