POLITICAL TALK CAUSES DELAY IN TAXACTION Long Debates Hold Off Closing Argument Until Saturday Few Members Present WASHINGTON', Sept. 13. Partisan political discussion, which continued most of the day, prevented the house from closing general debate on the war revenue bill Thursday and, since leaders planned to take up today and dispose of the new administration bill to facilitate Liberty bond sales, consideration of the tax measure for amendment may not begin before Saturday. This delay, however, is not expected to prevent passage of the bill next week. "While the senate finance committee continued hearings on the tax measure today agitation for a recess of the senate while the committee Is working on the bill was renewed. A series of three-day recesses during October were strongly urged by many members, particularly those from southern states opposing cotton price fixing. deliver them because of the small attendance. Representative Heflin charged Republican leaders with "seeking to discredit and destroy President Wilson at home." His attack was directed particularly against Representative Rodenburg and Britten and Senator Sherman of Illinois as well as Chairman Hays of the Republican national committee. The Alabama member frequently was Interrupted by decisive cries from the Republicans and applause from the Democratic side of the house. He refused to yield to Republican members who sought to ask questions and when he had concluded no reply was made by the minority. After Representative Pou of North Carolina, Democrat, had charged Republicans with attempting to "check the administration" with the concealed purpose of embarrassing it, a fresh and heated controversy developed from an address by Representative Miller of Minnesota, Republican, who sharply assailed Postmaster General Burleson. Mr. Miller said the postmaster general is "the arch-politician of the times," and charged that he "has demoralized the postal service." Mr. Burleson was vigorously defended by Representative Moon of Tennessee, chairman of the house postoffice committee, and Representatives Buchanan and Hardy of Texas, Democrats. Representative Buchanan declared that Mr. Burleson has been wrongful
