Saving White Paper The government is enforcing strict rules to curtail the consumption of news print. Newspapers are prohibited from - sending persons whose subscription is not paid a year in advance, and other regulations govern the amount of paper a newspaper may use. These restrictions are generally accepted as merely, the forerunner of still more rigid regulations. Newspapers are co-operating cheerfully with the orders of the government, but many of them are wondering why the government does not clamp down the lid on the extravagant consumption of white paper in the Congressional Record. Under the "extension of remarks" privilege, a member of Congres may insert anything in the Record from a campaign speech to an obituary notice, and few representatives, sad to say, refrain from taking advantage of the opportunity. The bulky Record, containing a reproduction of the debates In the two houses, plus the verbiage which members insert under "extension of remarks" Is sent all over the United States, consuming a vast amount of white paper and burdening the mails with sacks that should not have been dispatched out of Washington. Conservation should be practiced by our representatives as well as by their constituents. If the people are asked to practice economy in the use of paper, to which they comply cheerfully, why should the government persist in using tons of paper daily to publish uninteresting records of debates? Why should it permit departments and bureaus to issue reports and statements that no one reads?
What the Country Expects of Mr. Ryan The New York Times says: The appointment of Mr. John D. Ryan as an Assistant Secretary of War, with the understanding that he is to have full charge of the aircraft program, is a step in the right direction at least. It is not an ideal arrangement, and time alone will show whether it is a solution of a vexed problem. An air department, with an executive like Mr. Ryan at the head of it and invested with independent authority to carry out his plans, wa3
urged by those who had made a -study of that problem. The British had made a' great success of such a creation after much experimenting with ways and means, and it seemed to be the part of wisdom to follow their example. We assume that Mr. Ryan, who is a man of energy and not afraid to take responsibility, will have a free hand. His appointment is an admission that the old reorganization, made in response to justifiable criticism, was a failure. It
had been intimated that in place of an air ministry or department a new Assistant Secretary of War would be named to take over aviation. Mr. Ryan is an excellent appointment. He has already familiarized himself with the details and difficulties of aircraft production, and he will enter upon his new duties with a flying start. The pace must be swift if he is to win trie race against time. No man is better qualified to make the attempt. Everybody employed in the existing organization will wish him success, and the country expects it of him. The law affecting aircraft production as a War Department industry has not been changed by Mr. RyanVappointment. He may find himself impeded by "red tape" and lack of co-operation may thwart him and chill his zeal, but public opinion demands that he be not interfered with or embarrassed in the execution of his trust. He will have the powerful support of the president, who is personally concerned in Mr. Ryan's success, since Mr. Wilson has steadily declined to countenance an air department. Perhaps he has been right. It remains to be seen. Mr. Ryan's personality will count for much. He is a man of ideas, and as an organizer and executive he has no superiors. We believe there will be a jnarked speeding up in aircraft building undpr his eye and hand, as there has been in the case of shipbuilding since Mr. Schwab took the helm. The country will not concern itself about the unrealized promises of the past, the cross purposes, the omissions, the crudities, the blunders in policy and execution. It is looking to the future, and, knowing that a fair start has been made in the production of airplanes, it confidently expects Mr. Ryan to make a record in performance.

LIBERTY, Aug. 30. Clarence Dugle who for two years has conducted the Hanna's Creek School, and who was engaged for-the coming year, has resigned to accept a position in the office of the Traction company at Rushville. Dugle has been- a resident of Liberty for two years. Harry Ardery has been secured to take the placo left vacant by Dugle's resignation.
