National Prohibition to Become Effective July, 1919 in United States. WASHINGTON, Aug. 30. National prohibition moved a considerable step forward Thursday In Congress.

Is expected to remain in the measure under the harmony agreement of wet and dry factions, although technically subject to another vote. Passage -of the bill itself was planned today, and the measuro will be returned to the house, which Is expected by prohibition advocates to accept the senate provision. Adoption of the compromise legislation came after today's debate, spirited between champions and opponents of prohibition, but with many marks of lack of Interest, including vacant teat3 both on the floor and In the galleries because the compromise was regarded as insuring approval by the senate. Opposition is Defeated. ' Efforts to materially change the Sheppard substitute were futile. Amendments to advance and defer the effective date, and to extend the time tnr fta nnoration asainst beer and

record roll calls.

That there was any agreement

nmnntr the leaders acalnst having rec

ord votes was denied by Senator Sbep-

Tinrd nnd other advocates ana also op

laments of prohibitory legislation. The

general understanding, it was declared, extended only to support of the compromise amendment and to avoid instructive debate or parliamentary tactics. Senator Thelan of California made a vigorous fight for a longer lease of

life for tho wine and beer industries. He offered amendments making the effective date for the prohibition June 30, 1920, instead of a year previous, as the amendment provides, and also applying the later date to wines alone. Both were rejected overwhelmingly by viva voce votes and sufficient senators did not support Senator Phelan's request for a roll call. Another Phelan amendment, drowned in a roar of "noes." would have extended the effective date for wines six months longer, or until Dec. 31. 1919. With "wet" and "dry" members evidently observing their agreement to unite on the Sheppard draft, the senate also voted down without a roll call an amendment by Senator Trammell, of Florida, to move the effective date ahead of Jan. 1, 1919, as provided in the bill before the compromise agreement was reached.
