TED STATES Denmark, Norway and Sweden Present Appeal From Famine Sufferers. WASHINGTON". Ang. 9. Identical notes from Norway, Sweden and Denmark, appealing to the United States to aid famine sufferers in Finland, were presented to the state department today by the ministers of the three Scandinavian countries. Fledges were offered that no food sent from America would be allowed to fall into the hands of the Germans or to aid Germany in any way. Absence of a responsible government in Finland to give such guarantees on its own account until now has blocked all plans for help from America or allied sources. The appeal was the subject of a conference during the day between Colville Barclay, counsellor of the British embassy, who is acting as ambassador and Acting Secretary Polk. A reply probably will be made shortly. The Scandinavian governments acted, it Is learned, after being urged as brothers to do something for the Finns. The American government la assured In the appeal that the Finns will be willing to accept whatever terms may be adopted by the Scandinavians regarding the administration cf supplies and that Germany also will furnish proper guarantees. Dr. Kaarlo Ignatius who was sent to this country last fall by the Finnish . government for the dual purpose of seeking recognition of Finnish independence and obtaining foodstuffs, has returned to Finland. He was unable to obtain any assurance that Finland would be recognized by the United States, although recognition has been given by Switzerland and France, as well as the Scandinavian countries and Germany. It is stated that political conditions in Finland are so unsettled as to make it seem unwise from the American and British standpoint to grant recognition.
