WILSON TO ISSUE PLEA AGAINST MOB LAWJNU.S. Praeger Incident Was Aid to Germany, President Wilson Will Urge.
WASHINGTON. July 23. Deeply concerned by manifestations of mob spirit in widely Beparated parts of the land, President Wilson is about to issue a statement to his countrymen calling upon them to respect the reBtminta nf lnw and order in dealing
with those whom they suspect of being enemy aliens within their midst. The president's pronouncement probohiv nHii tva thA form of the onen
personal statement, similar to that
which he Issued at the beginning 01 the world war urging his countrymen to observe a true neutrality. rtna nnrtltMilnr enisode which has
disturbed the president and the cabinet Tery much was the hanging of Robert P. Praeger at Collinsville, 111..
last April. The incident was aiscussea i In the German reichstag, and it was reported from Amsterdam that Germany was sending a protest through diplomatic channels. The State Department however, never has announced receiving one. Now, the government has learned that Germany has made wide and damaging use of the Praeger case and others of a similar nature throughout - Mexico and South America, and even in Europe, where the propaganda has been at work to controvert the president's pronouncements of ustlce for all. President Wilson is said by close ad
visers to regard the situation as one with mob spirit operating under guise of patriotism. Some of the president's friends say he regards it not only as
a dangerous evil, but as a disgrace, : because It strikes at the nation's moriale and feeds the propaganda which (represents the United States as fightling democracy abroad and countenancing its destruction at home. The president's statement, it is said,
will be a very earnest and solemn
one, urging all to leave disloyalty or suspected disloyalty to the regular processes of the law.

The Richmond militia company is one of the best trained organizations of its kind in the country in the opinion of Captain Chaffee, commanding a train of automobile trucks which camped in Richmond Monday night. In many ways the company is better drilled than some national army companies Captain Chaffee said. The 40 army trucks, in charge of Captain Chaffee, arrived in the city about 4 o'clock Monday afternoon. They camped at the public playground on South Twenty-second street. Captain Chaffee watched the Richmond militiamen drill on North A street for nearly an hour, and acted as one of the judges in the competitive drills. Corporal E. , G. Charman received the prize in the competitive drill. The militiamen will meet at the armory next Monday night and hike Into the country, the place not yet designated. Mess Sergeant Ed N. Wilson and Supply Sergeant Carl Eggemeyer will precede the company and prepare the "chow."

ED RODEFEU MAKES SOLO AIR FLIGHT Edward Rodefelt, Richmond boy preparing to battle Huns in the air, tells of his first night alone in a letter to his mother, 201 South Tenth street. Rodefelt Is stationed at Park Field, Tenn. His letter follows: "Just a few lines to tell you of my first trip around alone and in back of a Starr propeller. I'm the first of my class of 25 to solo, that is, to fly alone. "I enjoyed it greatly, my air work was fine, but I gave it a good bump when I landed, but it didn't hurt anything. I know , I can fly alone now but I won't do but very little flying alone for some time for under the new system we are not supposed to fly alone until about 20 hours in the air. "I made a circle of about fiye or six miles and got up to about 600 or 800 feet. It's easier to fly alone than when the instructor is in the front seat. "Seems funny to make my first flight with a ship equipped with a propeller made at home."
