GERMAN TRADE DREAM FALLACY SHIPOWNER SAYS
Middle Europe League Cannot Make up for Lost Markets, Huns Are Told.
AMSTERDAM, July 19. Those panGermans who dream of a complete economic ii dependence as -the result of the projected middle Europe league are rudely awakened by Philipp Helneken, director of the North German Lloyd Steamship company, who in the periodical Deutsche Stlmmen, publishes an article which has attracted a good deal of attention. It is Breman, Hamburg and the other seaports where the entente strangle bold will be the most severely felt, the director says, and the practical views of business men there are apt to clash with thos3 of political schemers in Berlin. Director Helneken, who expressly disclaimed judging ho question from a too narrow shipowner's point of view, warns acalnst exaggerated ex
pectations from the "blessed word j
Mitteleuropa" as a cure-all for the economic ills to which the central powers are heirs. Prefers Vienna Plan. It Is a popular fallacy, he declares, to imagine that middle Europe will make up for lost markets abroad. He prefers the principle adopted at Vi
enna In a resolution of the Federated J
Austro-German Commercial Unions last June which was "The resumption of economic relations with all nations." Director Helneken cites a series of figures taken from the German prewar imports list and continues by saying that a glance shows it will be impossible in the future to cover all these needs from domestic sources. Austria-Hungary, which has no colonies, he says, is especially dependent on overseas' supplies. It is of prime importance, Helneken thinks, that the central powers rid themselves as soon as possible after the war of the shackles of what he terms a state socialistic war administration and return to individual enterprise. Middle Lurope, he concludes, must be made a means to that end, but must never be regarded as a political achievement for its own sake.
