Shut Out Foe From Afterwar Partnership Unless She Meets Test. 1 LONDON. July 15. An economic association of twenty-four nations comprising the entente allies already is in existence, declared Lord Robert Cecil, British undersecretary of state for foreign affairs and minister of blockade, in a comprehensive statement regarding the world's trade after the war, which was issued today. Whether Germany eventually shall be admitted to this economic association, declared the British minister, will be determined by the test established by President Wilson when the President said, on Dec. 4, that If the German people should after the war was over, "continue to be obliged to live under ambitious and intriguing masters interested to disturb the peace of the world," it might be impossible to admit them to the partnership of the nations or to free economic intercourse. Lord Robert described this statement by the president as a definition of tho qualifications for membership In the Association of Nations and added: "To these declarations we give our warmest assent" Germany is the one obstacle to this economic'assoclatlon of nations, said Lord Robert the Germany described by President Wilson a Germany living under ambitious and intriguing masters. "Germany's economic pol
icy toward all the groupings of peoples from the Arctic Ocean to. the Black Sea,' he continued, "is absolutely contrary to our principles. Economic Independence and free speech are ihe last things which Germany will ever ellow to the peoples within her reach. "So long as this is the policy of Germany, how can we admit her to membership in the free association of nations to which we already belong?" asked Lord Robert. "Before we can offer her any participation in our resources we must release her victims

Eleven Miami Students Go to Army Training Camp OXFORD, O., July 15 Under a new regulation of the War Department, adopted to promote military training In the colleges and universities of the country, Miami University will send eleven boys to the students' training camp at Ft. Sheridan, July 18 to September 16. They are: Marvin Clark, of Middletown; Joseph Garretson, Jr., of Cincinnati; H. R. Grosvenor, of Louisville, Ky.; Harold Israel, of Connersville, Ind.; Wilbur F. Kramer, of Chillicothe; Harry K. Moore, of Middletown: George Munns, or Oxford; Harold Predmore, of Marathon; Everett S. Stueve, of Cincinnati; Rohe Walter, of Dayton, and John Wimmer, of Indianapolis, Ind. These young men will assist the army officer, to be sent here in September, In the training of the boys ot the University. . The government will furnish uniforms und arms, and ten hours a week will be given to military work.Two additional students, now in volunteer training .will go to Ft. Sheridan on August 10. One faculty member, Prof. W. L. G. Williams, will also be sent.
Widow of Minister Dies After Long Illness . EATON, O., July 15. Following her death Saturday morning at 11 o'clock at the home of her daughter, Mrs. C. E. Albright. East Main Street, the funeral of Mrs. Rebecca Orr was held Monday afternoon, services being conducted at the daughter's home at 4 o'clock Rev. J. C. Shaw, of the Methodist church. Interment was in Mound Hill cemetery. Mrs. Orr was 63 years old. Her death was preceded by a long illness. For a number of years she had made her home with her daughter. Hut late husband was a minister, who
years ago was pastor or tne local Christian church. Besides the daughter, two sons, Charles and Frank Orr, survive. They reside in the West.
SENATOR TILLMAN'S DEATH THROWS V " CAROLINA POLITICS INTO FERMENT
Cole Blease Uelt) and Representative Lever. The sudden death of Senator Tillman has thrown South Carolina politics into a ferment. Tillman was making a fight for re-election against Cole Blease, who achieved a national notoriety while he was governor of the state. To insure Blease's defeat at the primaries. President Wilson induced Congressmen Lever to withdraw from the race. Now Lever is being urged to make the run against the former governor.

Lord Robert said President Wilson had on Jan. 8 "stated them in memorable words when he advocated the removal as far as possible of economic barriers and the establishment of an equality of trade among the nations consenting to peace and associating themselves for Its maintenance."
Few Affected by Draft Ruling in Preble County EATON, O.. July 15. Very few changes of occupation in Preble county fesulted from the work or fight order, according to th.e county conscription board, owing to the fact, the board states, that a great per cent, of those afWctcd by the order are engaged in agricultural pursuit. The board has completed reclassification of the class of conscripts who were married after May 18, 1917. There was a total of 67 to be reclissifled. Of the number, only thirteen

Koehl, of Reading, O., seeks judgment for 207 damages, because Thompson alleges he ran Into the end of the poles with his automobile and that his car was damaged to the extent of the amount sued for.
