KAISER ACCEPTS RESIGNATION OF VON KUEHLMANN

Hintze, Former Minister to Mexico, May Succeed Man Who Said "Can't Win." PARIS, July 10 The German Emptror has accepted the resignation of Dr. Richard Von Kuehlmann, the German foreign secretary, according to a Basel dispatch to the Haras Agency. It Is expected that ' Admiral Von Hlntre, the German minister at Christiana and formerly minister to Mexico, will succeed him. - Dr. Richard Von Kuehlmann hecame foreign minister August 6, 1917, succeeding Dr. Alfred Zimmermann, whose retirement closely followed the exposure of his plot... to involve the United States in war with Mexico and Japan In the event that' this country showed any Inclination to join the entente allies. Dr. Von Kuehlmann's conduct of the foreign office appeared to be more than usually successful until June 24 last when he appeared before the relchstag to discuss the political aspects of the situation facing Germany. During his address be said: "In view of the magnitude of this war and the number of powers including those from overseas, that are engaged, its end can hardly be expected through purely military decisions aline and without recourse to diplomatic negotiations." Causes Consternation. This statement, which flatly contradicted speeches by . the German emperor, who only a short time before had referred to peace being won by "the strong German sword," was received with consternation in the relchstag and with sharp criticism by the country. It was later reported that Dr. Von Kuehlmann's word bad been approved by Gen. Ludendorff. the German commander on the western front. This brought to notice rumors of friction between Ludendorf and the German crown prince and his coterie, who comprise the radical . pan-Germanic elements In official circles. Boon after the address in the relchstag. It became common knowledge that Dr. Von Kuehlmann's retirement from office would be forthcoming. Some reports were to the effect that his address was Intended to Inform the German people that their armies could not win the war, and was delivered with the cognizance of the emperor, who, when he saw what a storm had been stirred up, resolved to make Von Kuehlmann the scape-goat

Library Meeting Is Held at Milton Church MILTON, Ind.. July 10. A meeting to stimulate interest in the new Washington township library was held Tuesday evening at the Christian church. William Dudley Foulke - of Richmond spoke on the value of a library .to a community, and outlined the history of the library. Mrs. Tweedy, Cambridge City "librarian, gave a talk on the development and administration of the library. The Rev. F.'C. McCormick made a short talk. -. Several organ selections were given by Mils Nellie Jones, and Miss Blanch Boyd, of Cambridge City, gave a vocal solo. The Rev. Mr. Errlckson gave the opening prayer, and the Rev. Mr. Outland gave the benediction. Mr. Wissler, rreident of the library board, presided. At the close of the meeting, the audience visited the new library building on Central avenue.
