ONLY TRAINED SOLDIERS TO BE SHIPPED ACROSS
New Recruits to Receive Six Months Training in U. S. Before Going Over. WASHINGTON, July 10. Only seasoned men, trained at least six months on American soil, are to be sent to France ; under a new program being worked out by the war department. Enlargement of several cantonments to accommodate thousands of additional men Is part of this plan. The present practice of rushing troops across with only three weeks or more training is to be abolished now that a flghtlng force of considerable strength has been placed on the allied lines. Until the first million men were landed this government-desired speed above anything and men were hurried across almost as soon as they had been fitted out with uniforms and equipment. No unseasoned men were placed in the fighting line, however, military officials working on the theory that men can be trained faster within the fighting zone than at home. With more than one million men in France, facilities are becoming more burdened and there is little room for untrained troops. Under the new policy, draftees will be put through an intensive six months' training course ,the unfit weeded out and the remaining fighting men sent across for a short finishing off behind the lines. At present less than half of the one million men abroad are on the fighting line, many of them still being in training.
WILL NAME STREET AFTER MITCHELL
(By Associated Pross.) NEW VORK, July 10 Members of the board of Alderman from Brooklyn where agitation already has been started to change the names of several streets because of their German origin, today announced that they
would recommend that one of the thoroughfares be rechrlstened in memory of the late John Purroy Mitchell. A resolution to rename one' of the streets will be introduced at the next meeting of the board. Major Mitchell, who was killed on Saturday at a Louisiana aviation field, remained at the home of his mother, Mrs. James Mitchell today and only friends of the family were admitted. Late this afternoon, the flag-draped coffin was to be taken to the city hall where It will lie In state until tomorrow morning. The funeral procession from city hall to the cathedral tomorrow morning is expected to be one of the largest and most Impressive ever witnessed In New York.
Father Locates Son Who Deserted from Army and Forces His Surrender CBy Associated Prss) BIRMINGHAM, Ala., July 10 Starling Hicks. Jr.. alleged to have deserted his command at Camp Wheeler, Macon, Ga., two months ago, was back in the hands of military officials today through the instrumentality - of his father. . The young man, who is said to have hid in the woods near his home at Jasper, Ala., after leaving camp, was turned over to .the authorities here by his father who had spent several nights in the woods before finding his son. "It nearly breaks my heart to have to arrest my own son and turn him over to the authoritties on so serious a charge," the father told federal officials, "but even if he is my son, I cannot , harbor , him as a deserter or even countenance his action."
PERSHING SENDS GREETINGS TO BROTHER ELKS
, ATLANTIC CITY, N. X, July 10. General Pershing, who heads the list of 30,000 members of the order of Elks in tho military service of the country, today cabled a message of greeting to tie 500,000 members of the order. The message was read at today's session of the Elks' convention and is as follows: "I send greetings and express, my full confidence in the loyalty and patriotism of al members of the order of Elks and their undivided and hearty support of our president in this crisis of our nation's history" Bruce A. Campbell, of Illinois, was elected grand exalted ruler. There is a contest for grand secretary and grand treasurer. New York leads the membership with 40,412, Pennsylvania is second with 38,729 members.
23 MORE SHIPS ADDED TO FLEET IN LAST WEEK
Aggregate Tonnage of New Vessels is 1,415,022218 Ships in Service. WASHINGTON, July 10. Completion of 23 ships of 122,771 deadweight tons in the first week of July made a total of 223 new vessels built under the direction of the Shipping board. Their aggregate tonnage is 1,415,022. Of the new fleet, 218 vessels already are in actual service. The July production is At the rate of more than 3,000,000 tons for the remainder of the year, and if this pace is maintained by the rapidly expanding shipyards, the year's output, will be close to 6,000,000 deadweight tons. A total of 124 wooden ships have been launched to date. Twenty-four steel ships have been built on contract, the remainder being requisitioned vessels. , 4

Weathermen Go to War; Bureau Is Disorganized (By Associated Press) CHICAGO, July 10. The federal weather bureau has been hit by the war. Delay In posting weather maps resulted in an investigation by the Chicago Board of Trade, which found that so many bureau men had enlisted . In military service that the force was greatly disorganized. "The weather bureau is doing its best and promises Improvement as the new men become efficient," was the Board's answer to comment of the trade.
Two Fined for Minor Charges in City Court George Helms was sentenced to serve twenty days in jail and fined $10 and costs in city court Wednesday for falling to provide for his child. James Bricker. South Fifth street, was fined $1 and costs for assaulting Frank Towsand at the Wayne Works Tuesday. He pleaded not guilty.
9 ARRESTED UNDER ESPIONAGE LAW
(By Associated Press) CLEVELAND, O., July 10. Nine men face charges of violating the espionage act, as a result of secret indictments returned by the federal grand jury here yesterday. Two of the indicted men had been arrested today. Frank C. B. Brown was taken into custody at Akron, where, according to federal officials, he was charged with scalping liberty bonds. Indicted on four counts, Brown is declared by federal officials to have represented Liberty bonds as likely to become worthless, in order to induce holders to sell their bonds to him at prices far below their value. . Charles F. Zademack, advertising promoter, of this city, against whom an indictment containing seven counts was returned, is declared to have predicted victory for Germany and heavy indemnities for the United States. The United States is in the war, he is alleged to have- maintained, to get back the money she loaned to the Allies. He was arrested here last night.

GLEAN-UP ORDERED IN PANAMA BY U. S.
(By Associated Press) PANAMA, July 10 Decrees looking to the bettering of conditions in Panama and Colon so that American troops now on duty in those cities may be withdrawn were isued by the government today to be effective July 15. The sale of liquor will be restricted and no liquor at all will be F"id tn soldiers; the opium traffic Is outlawed and certain sanitary regulationh win be enforced in prohibited areas. A small force of Americah military guards will act as inspectors and to assist the government and police authorities in cleaning up the city. The force will be withdrawn when the clean-up is effected and all the American troops in the Canal Zone will be
excluded from Panama and Colon un til after the inspectors are withdrawn.
A course of five days duration for teaching scientific methods of canning, will' be inaugurated in Richmond, July 22, and will continue to Friday, July 26, . Inclusive. . The classes will be conducted "by Miss Elsie Marshall, chairman . of the Wayne county food clubs and will be held In the Richmond! high school. Any woman in Wayne county is eligible to take the course, for which there, will, be no charges. Following its completion these women may be called upon to demonstrate proper methods! of canning in the homes. If conditions demand they will also be asked to help operate the community and neighborhood canners which may be installed in Richmond and other parts of the county. Arrangements have been made to give the canning lessons during the first five days of the week of July 22, and on Wednesday of that week there will be an expert canning demonstrator here from Purdue University.
AUSTRIA DECLINES GERMAN GENERAL
, (By Associated Press.) ROME, July 10. Austria has declined to accept the German General Otto Von Below as commander-in-chief of the forces on the Italian front, because Germany refused to send twelve German divisions with him, according to the newspaper Epoca, which bases the statement on advices from a Swiss source. Austria, it adds, has temporarily given up the idea of revenging herself for her .recent defeat by Italy.
Dispatches from Rome through Paris on July 7 reported that Germany intended sending three army, corps to the aid of Austria to be put under General Otto Von Below as commander-in-chief on the Italian front. Reports from Zurich several days earlier declared that General Von Below had been ' appointed commander-in-chief, but there, has been no official confirmation that such a change in command had been effected or was contemplated.

DESERTIONS" HEAVY IH BULGARIAN ARMY (By Associated Press.) LONDON, July 10. Desertions from the Bulgarian army on the Macedonian front are increasing greatly, French headquarters in Macedonia informs the Salonika correspondent of the Times. All the deserters say that conditions in Bulgaria have become unbearable and that hopes of an ultimate victory have vanished. Insubordinations increased in the Bulgarian army and many units recently have refused to obey orders to attack. The submarine danger In the Mediterranean is declining, the correspondent adds. Supplies needed in Greece are arriving with greater regularity.

Navy Enlistments
A convention was held held Wednesday at the Richmond Electric company office of the dealers from Indiana and Ohio and the factory engineer for the Jenco Farm Lighting Plant. A luncheon was held at the Hotel Westcott at noon. There were twenty five guests. Discussions on the development of the best and most substantial light and power plant for farm use occupied the session.
Rotary Club Meeting Held at East Haven
The meeting of the Rotary club was held Wednesday on the lawn at East Haven. The members met at the Arlington hotel and were taken to East Haven in machines furnished by men of the club. The main talk was made by Dr. S. E. Smith. He outlined the work of the institution of which he is head, and the work which he hopes to do. Short talks were made by Captain Benjamin N. Jewish Welfare Board . Calls for War Workers By Associated Pfess) NEW YORK, July 10 Colonel Harry Cutler, chairman of the Jewish welfare board, today issued a call for volunteers to give at least six weeks of their summer Vacations to the work of the board in army camps and can

The welfare board also announced that it would send 100 men to France to - work among the Jewish soldiers there. Since the first quota of these men will be recruited from the workers who are now engaged in camps and naval training stations in this
country, men are needed at once to fill vacancies. The board has more than 150 workers in camps throughout the country and has been officially recognized on the same basis as the Y. M. C A. and Knights of Columbus.
