products to the army, with the know- j ledge that the food was "unfit for human consumption" is charged in complaints issued today by the federal Trade commission against Morris & Co.. and Wilson and Co., two of the five great packing corporations. , It Is alleged that thousands of pounds of unfit meat and chickens were sold to Camp Travis, Tex. Most of it was detected and condemned, but It is said some of it may .have been passed and consumed. Details of the Information upon which the action is based were withheld, by the commission The announcement and correspondence given out with It, however, show that the alleged offenses occurred4ast December and are the same upon which indictments were obtained in Texas by the department of justice after an investigation of reports by the food -administration. The indictments were dropped because they were returned under section 4 of the food law, which carries no penalty. Seek Way to Inflict Penalty. Since then both the food admintsf tratlon and the trade commission have continued their Investigations. If the complaint now announced should be sustained 'he commission could dc no more than order the packers to "cease and desist" from the practices.- Upon repetition, offenders may be haled into a federal court. A further report to the food administration from E. A. Peden. federal administrator for Texas, Is expected this week. Officials of the administr.v tlon say their probably will find some

penalty to fit the cases, even if only

Employers are Warned to File Income Reports

Peter J. Kruger, collector of internal revenue, calls attention to this ruling: m , Incomplote audit of returns of income on information at the source, consisting of Income of $800 or more, paid during the year 1917, for salaries, wages, rent, interest, etc., or other fixed or determinable gains and profits, indicate that many employers in this district have failed to file that report. Those who have not done so should make application to the Collector for Forms 1099 and 1096, and if reports .ire filed before June 1, no penalties for delinquency will be imposed, where a satisfactory explanation of the delinqunecy is given. The repoits when completed should be mailed to the Commissioner of Internal Revenue, Sorting Division, Washington, D. C. If the government is put to the expense of going into the Field and discovering the delinquents the penalties provided by the law will be asserted.

Tho bock was written at the request of the Religious Education committee of the National Y. W. C. A., and is an elaboration of a course given at Lake Geneva last summer by Dr. Purdy.
