Letting the School Book Contract in the Open On May 29, the contract for supplying the school books of Indiana will be let by the state board of education. Hitherto this contract has been let by secret vote of the board members, giving occasion for charges and counter charges
that created considerable speculation regarding
the real motive for letting the contract to particular concerns. This year, public opinion demands that the contract be let in the open. The people of Indiana, including those of Wayne county, have their eyes on the forthcoming meeting and in the interest of good citizenship and an efficient and honest administration of the public funds are demanding that every board member vote publicly and openly on the contract. If there has been anything sinister and vicious in the past, the letting of the contract by open ballot of the members will remove every doubt as to the integrity of the action. The public will then know how each man voted. His decision will be a matter of public record, discernable to the humblest taxpayers and open to the inspection of the highest off icers of the state.
The Red Cross Campaign The Red Cross campaign in Wayne county is under way. Little space need be devoted to a discussion of the necessity or advisability of helping this cause. A word might be said with profit for the benefit of persons who are not visited by solicitors. No campaign can be so intenisve that every man and woman, financially able to contribute, can be seen. Some will be overlooked. Those that are overlooked can be divided into two classes: Those that are glad that they were not listed ; and those who feel miffed that no one called. The former are shirkers and slackers. They are taking advantage of an oversight to neglect a duty. The latter ought not to take to heart the negligence, but voluntarily make their contribution, for the oversight was not intentional but accidental. In former campaigns, hundreds of men and women in Wayne county, amply able to give for the cause, did. not contribute one cent because their names were not on the list. Some of them were tickled to death because they dodged the campaign. They ought to be smoked out of their hiding places and made to show their colors. The Red Cross draws no lines in its ministration of mercy and reciprocally no man ought to be mean enough to withhold his contribution because he was not personally seen.
The Pork Barrel The smelly pork barrel, labeled "Rivers and Harbors Bill," appeared in the Senate last Saturday, containing about '$20,000,000 which will be spent in ways that call forth censure and opposition. The pork barrel is not so large this year as in former years, but nevertheless $20,000,000 is a sizeable sum to spend on the improvement of waterways that are of no great commercial value. " . Senator Kenyon of Iowa and Senator King of
Utah attacked the bill vigorously. "In this era of meatless and wheatless and porkless days I had hoped that we might have a 'porkless' Rivers and Harbors bill," remarked Senator Kenyon. "But it seems we never can have such a measure without a. smell of pork about it. I notice that there are appropriations in this bill just a usual for the 'Little Hootchie' and the 'Killahotichie' and the 'Mitahootchie' and all the other little hootchie kootchies, even though they may not have enough water in them to wash a newborn babe." Senator King said: "The juggernaut carols over the opposition and leaves them prostrate in its wake. Promised reforms in the 'pork barrel' system never have been perfected. After one hundred years of experience the same indefensible and criminal folly is being repeated. Wholesale robbery has been practiced to aid political parasites. It is an ugly, putrid national scandal." Why add comment to the denunciation which two senators visited upon the barrel?
German Plots in Ireland
The arrests of Sinn Feiners have absolutely
no connection with the domestic questions per
plexing Ireland. There is no relation between
them and the conscription or home rule agita
tions. They are traced back directly to German
plots.
German intrigue is'trying to undermine Brit
ish morale by taking advantage of a purely local condition in Ireland. The capture of a man
landed on the Irish coast by a German subma
rine, in whose possession were found manuscripts
and data revealing an effort to line up a com
paratively small number of Irish, resulted in the
arrests.
Some pro:Germans in Ireland have come into
treasonable touch with the enemy. The exist
ence of the plot was known for some time, part of the evidence having been obtained in the
United States. Eritish authorities, biding their
time until the full extent of the plot became
known, last week made the arrests of the trait ors. One cannot refrain from expressing his won
der at the simplicity of the men and women" who blunder into the treason plots which Germany concocts. Once before, deluded Irishmen abroad and misguided ones in the United States, tried to
stab England in the back, only to be caught and executed. The latest expose merely proves that Germany is willing to entangle deluded men and women in the net of her intrigue and then let them pay for their folly by death and imprisonment. Even in our own country, pro-Germans,
carrying out the wishes of the Kaiser, are playing
with a rope that presently will become a noose for their own execution.
The Zionist Movement From the Kansas City Times. OF tremendous significance to the Jews of the world is the announcement that Italy has joined with France and Kngland in the indorsement of the Zionist movement and of a Jewish national homeland in Palestine. ' The Zionist movement has not the approval of all the leaders among Jews of America or of the world. Many of them very vigorously oppose it. Yet the movement has gained, even in America, such a strong following among the Jews as to make it one of world-wide interest. There are very many of the dominant figures among the Jews who have become leaders in the Zionist movement, and the results of the British .expedition in Palestine against the Turns have seemingly made possible the ambition of the Zionists, which a few years ago appeared to be only a dream. Indeed, one of the strong points against the movement made by those who opposed it, even among the Jews, was that its hopes could not possibly be realized. But with England and France and Italy giving consent and encouragement to the movement, the dream of the Jews for their old land, a national identity, a national language and a national life may be near to realization.

$71,70 Given Red Cross By Baseball League The Saturday afternoon baseball league has given $71.70 to the Red Cross. Fifty dollars, the proceeds from the sale of season tickets was turned over to Dr. L. F. Ross, chairman of the Red Cross Society, a week ago. Mrs. W, C. Hibberd and Mrs. Frank Braffeti acting as gatekeepers, took in $21.70 for the Red Cross Saturday. The entire receipts of the games played by the S. A. L. will be given the Red Cross, and members of the society will act as gatekeepers.

Over there in No-Man's-Land both of these flags are doing more than their share for the cause of freedom and democracy and mercy. Over there in the bloody wastes of horror and desolation that the German hordes have created, there are hungry, homeless children; destitute, starving women; maimed and crippled young men, the flower of a nation's youth. Suppose those were children of your own; suppose one of those women was your own mother; suppose one of those maimed and crippled soldiers was your own boy. Is it necessary that these horrors be brought to our very doors before we will have learned the lesson of sacrifice? Our boys are over there sharing their food and shelter with the destitute and homeless, giving their very lives if needs be. Many a white clad angel who wears the signa of the Red Cross, whose very presence brings the
light where all was darkness and mis
ery and despair, is one of our own American daughters.
What you and I may not be able to do in person, we can do with our
money and our charity, that a flag of the Red Cross may march on, ever a beacon of mercy.
It is not merely our duty to give of
our dollars it is a privilege and an honor. Let us not only give freely, but let us give until it hurts. If our sons .and our daughters can give their blood and their lives, surely we can give our dollars. Let your name go upon the roll of honor today. Whenever the Kaiser or any of his bloodthirsty hirelings makes a peace suggestion, I am reminded of a fabled negotiation of a similar nature in which the stork removed the bone from the fox's throat. MUST GIVE WAIVERS TO NAVY RECRUITS
Provost Marshal General Crowder has notified the state draft boards that complaint has been made from the navy department concerning the refusal of the local exemption boards to grant waivers to men who wish to join the navy. Navy recruiters have charged that the local boards refused to grant the required certificates to men who wished to enlist voluntarily in the navy, not on the ground that they are in the present call, but for the reason that the boards are not credited with the men whom they permit to enter the naval service. The state adjutant general has notified the draft boards to adhere strictly to the ruling which provides for the issuing of waivers to any registrant desiring it, who is not in the present call at the time application is made for the certificates. Young men who will be required to register for service June 5 and who wish to enlist in the navy, are advised by Navy . Recruiter Kienzle to do so now, as a great many men will be drafted this summer, and it will be impossible to obtain waivers for
