Wayne Registered Men to Organize Clubs to Stamp Out Disloyalty

Township organizations ot registered men, placed ia deferred classification by. selective service boards, will be effected throughout Wayne county. J. C. Kline, Wayne county agricultural agent, will have charge of the work. One club has already been formed in Washington township. A set of by-laws for the various organizations, which will be formed under the auspices of the Wayne county organization, have been drawn up, setting forth the purpose 6f the clubs and the things they will endeavor to accomplish. Clubs are to be formed in Richmond and Wayne township, and the county agent said that as soon as this is accomplished similar organization will be effected in all of the townships in the county. Following is the constitution of the county organization, which is to be known as the Wayne County Registered Men's organization: ARTICLE I. Name. Sec. 1. This organization shall be known as the Wayne County Registered Men's Organization. ARTICLE II. Objects. Sec. 1. The objects of this organization shall be as follows: To bring about a closer relation between the men who are now in military service of the U. S. and the men in all classes who are temporarily exempted fnom service. - To form organizations in each township of Wayne County for the purpose of cultivating a wholesome spirit of patriotism and to discourage and provent all disloyal statements and conduct. To aid in the collection of funds for war and other patriotic purposes by co-operation and organization. To aid in bringing about the increased production and conservation of food and fuel supply. To assist in spreading 'patriotic Rentlment and bringing to the public in general, information concerning the policies of the goverment and objects to be attaied by a vigorous prosecution of the war. To lend our aid and support to all patriotic organizations which are designed to aid our country in the present world conflict. ARTICLE III. Membership. Sec. 1. The membership of this organization shall be divided into two classes: active and honorary.

Sec. 2. All men who are duly registered in Wayne Countv, Indiana, for military service, whether in active service or not. shall be deemed active members of this organization and entitled to all its benefits and privileges. Sec. 3. Any person who has performed patriotic service for the government or who has by reason of hia service and conduct, become especially beneficial to this organization, may be admitted as an honorary member, but shall not be entitled to a vote on any ouestlon nor hold any office in this organization. ARTICLE IV. Oath. Sec. 1. Every person upon becoming a member of this organization must subscribe to a solemn declaration of allegiance to the government of the t. S. and to thi organization. ARTICLE V. . Organization. Sec. 1. The bodies constitution? this organization shall be known as the county organization and the Township Organization, to be designated as the Wayne County Organization of Registered Men and the Township of Registered Men, using the name of Township wherein said township organization is located. Officers and Election ARTICLE VI See. 2. The officers of the county organization shall consist of a president, vice-president, secretary, treasurer, to be elected at the regular annual meeting of the entire membership at which each member of the organization shall be entitled to a vote. Sec. 2. The officers of each township organization shall consist of a president, vice-president, secretary and

treasurer, to be elected at the regular annual meeting of 'the township organization and at. such annual meeting each member shall be entitled to a vote. Sec. 3. The chairman of the town ship and county organization respectively, shall have the power to appoint and discharge for Just cause, a ser-geant-at-arms, and such other minor officials as will be necessary to carry on their respective organization successfully. Sec. 4. The terms of office of all offices of the county and township vrganizations shall be from a period of one year from the date of election, or until their successors are duly elected. Sec. 5. Any vacancy in any office of the county or township organization shall be filled by appointment made by the chairman of the respective organization, which appointee shall serve only until the next regular meeting at which election of officers is to be held under the provisions of the constitution. Sec. 6. The duties of various officers of the respective organization may be prescribed by the by-laws of this organization. ARTICLE VII Executive Committee Sec. 1. There shall be an executive committee of this organization to be composed of the president, vice-president, secretary, treasurer of the county organization and the chairman of each township organization. Sec. 2. The executive committee shall have general control of affairs of the organization, shall determine the several activities in which it shall engage; shall devise plans and procedure by which the organization may accomplish the purpose of its organization; shall see that the -constitution,

by-laws and rules of the organization are duly executed, and perform such other duties as may be imposed upon it by the by-laws of its organization.

ARTICLE VIII Enforcement of Laws Sec. 1. Provisions may bo made in the by-laws of this organization for the enforcement of this constitution and the by-laws, rules and regulations of this organization, and the penalty therein prescribed for the violation thereof. ARTICLE IX Amendments ... . Sec. 1. Amendments to this organ! zation, or any article thereof, may be submitted in writing to the executive committee, which committee shall sub mit said amendment at the next annual meeting, or at any special meeting called for the purpose. A majority of all the members present at any such meeting shall be sufficient to adopt the same.
