FINE PHRASES POWERLESS At WAR WINNERS

Theodore Roosevelt Declares Germany Must Be Beaten by Steel. -

PORTLAND, Maine, March 29.

There Is but one way to get a righteous and lasting peace and that Is to beat Germany to her knees. Col. Theodore declared here In a "keynote address delivered before the Maine Republican state convention. Col. Roosevelt lauded as "wholehearted' support which he declared the Republican members of Congress had given ' to the administration in Washington. He decried "mismanagement at .Washington," which, he said, had been such as to cause all good patriots grave concern and urged the necessity for pursuing a policy of "permanent preparedness' after the war Is won. How War is Won. "War is won by brains and steel, not by kid gloves and line phrases," said the former president. Relative to American unpreparedness for war, Col. Roosevelt said: "If we had even begun to fight last Sep

tember, Russia probably would not have broken down and victory would

now be in sight"

Preparations for a three years' war the training of an army of '5,000,000 men, preferably through adoption of a system of universal military training and the rushing of ship construction wara urged by the former President as most vital to Amr clean "first duty the winning of the war." "All our

other activities In. making arms, am munition, airplanes and other war ma

chines can be made to synchronize

with this," he said, y

Dutch Sailors Witt Set Fashions in Holland NEW YORK, March 29. The thou

sand or more Dutch sailors, who have been enjoying 'a liberal allowance

from the United . States government

since their ships were seised last week promise to furnish the fashion

sensation of the spring season in Holland. The majority of the sailors are

booked to sail on the Mieuw Amster

dam.

Members of the crews of the Dutch vessels received from $2 to $3 a day,

according to their rating, and the of

ficers were allowed $lo a day. . The sailors, after months of enforced idle

ness, with little or no spending money made the most of their suddenly acquired wealth to the financial gain of the West Street and other waterfront shops, where the goods offered for sale are best described as natty and snappy.
