T' French Are Active ' Attention is divided between the German attack along the front toward Arras and the probability that the French movement , in the south is beginning of a counter offensive on a large scale. The wings on the German salient were Its weak points and when the allied troops checked them south and held them to small gains at great cost as they have done for two lays the enemy had to change his tactics. Arras Is Fortified : Arras is one of the strongest points in the British line and is guarded on the north by Vlmy Ridge and on the south by Wallly Ridge while there are strong hill positions to the east. From these positions the British artillery could bombard the rest of the German lines toward the Somme and prevent the Germans from widen Ing their salient toward the north, while at the same time giving the British a point from which to launch a counter offensive. . The German attack along the Scarpe may mean either a feint to draw British attention, an attempt to take the high ground around Arras or an effort to offset a British counter move toward Cambral. Whatever .its purpose, the attack continues in strength with the British withstanding the en emy efforts gallantly. SEAMAN IS DROWNED

Dr. Perry, Mills, of Grand Rapids, Mich., filed "suit in circuit court Friday against Roland Louck, asking the foreclosure of a mortgage and alleging that the defendant has failed to pay him $130 due on a promissory note. The note was given, he declares, in exchange for medical services. Marriage licenses were issued by the county clerk Thursday afternoon to Willie E. Becker and Hallle Oren; to Lewis DeArmond and Rose Hlch-man.
