Outlined disagreement with Argentine foreign minister over negotiations for sinking ships because the latter insisted that not only should Germany pay but that she should admit obligation to pay indemnity. Charged that minister of marine and foreign minister are "probably bribed" but that "president holds with us." Said United States had urged Argentina to drop plans for conference of South American neutrals. Suggested that "Argentina should on the one hand tactily be spared" and on the other hand be "prevented from going to sea." Other telegrams from Luxberg to Berlin outlined details of the negotiations with President Irigoyen for settlement of Argentina's claims for reparation for sinking of ship by Germany.

One of First Reunions of Service Men Held
NEW YORK, Dec. 21. One of the first reunions of men, who have seen service in France, to be held in New York, will bring together tonight members of section five of the Norton Harjes Ambulance here on leave, or permanently relieved from duty because of wounds. The reunion' was arranged by Father Cabanel, one of the first priests to arrive in this country, with a French military mission. Father Cabanel first met the Americans, when they volunteered at the beginning of the war and little believed that he would see any of them again. Inquiry here, however, developed that many of the boys had returned home for visits, or had been incapacitated.
