RIGHT HAND OF OFFICER TELLS OF FOEJdlLTUR Canadian, Who Was Prisoner Behind German Lines, Describes Brutal Treatment. CAMP SHERMAN, Chllilcothe. O., December 19.-Lieutenant I. S. Ros6iter. of the First Canadian Mounted Rlflea, came to Camp-Sherman today, and with Us left hand greeted officers and men of this division. His right band bangs loosely from the wrist, a trlking example of German kultur as practiced by surgeons of the Kaiser's armies. Lieutenant Rossiter was shot through the palm of his right band at the battle of Sanctuary Woods, June 2, 1916. He, with three hundred other Canadians, was taken prisoner. , Three days later, behind the German lines, a product of German kultur gulsed as a surgeon, came to Lieu

Taking Rossiter to an improvised operatJog table he scientifically butchered the boy's band. He operated on the carpus bone, paying scant attention to the real wound In tbe palm of the band. Ah, He Gets Busy. With characteristic German thoroughness the surgeon severed the tendons which make finger and thumb movement possible. Then he turned attention to the lad's middle finger. There was a slight scratch on this digit, but the German

While the surgeon sawed and clipped, sewed and severed the Canadian, without anaesthetic, looked on ' and marveled at the efficient way the Kaiser's surgeon was incapacitating him for future use as a soldier. At adjoining tables Germans were having less painful wounds attended to under the humane influence of ether and chloroform. For weeks and weeks after the butchery Rossiter was under care of various German surgeons while he was being driven from one prison camp to another. Each surgeon in dressing the wound found a new way to inflict pain on the Invalid. Despite their inhuman treatment the wound healed, but the band was left helpless.
