INDIANAPOLIS, Dec. IS. Back of the arrest of A."Joseph Schur, national array draft appeal agent for a local division, and Maurice L. Snltkin, a lawyer, charged in a federal grand jury
indictment with conspiracy to obstruct the draft laws, is said by federal authorities to have been a scheme to Obtain 'for a money consideration exemptions for 'persons coming from Kew York to Indianapolis for the purpose of being exempted here. The names of New York men are rot mentioned in the indictment, being included under "Divers person unknown to the grand Jury," but federal officials said today that evidenca they hold indicates two men came here from New York. Schur and Snitkin were placed unt:er arrest Saturday night but th phargea against them did pot become public until today. Three local men arc mentioned ip the indictment wifh tbero. but they have, not been placed under arrest, it is said because thgy are willing government , witnesses. Schur and Snitkin were arrested seviral weeks Put the charges, fcpajnst Schur were, dismissed before a Vnited States Commissioner. Snitkin waived examination and gave bom. The indtptments were returned Saturday.
