Conquest and Kultur
There still lingers in the minds of many Americans the mistaken notion that the German peo
ple do not share the ambition of their leaders to
make the Imperial German government worm
dominating. We discounted too long, ; and that to our own disadvantage, the wide-spread belief of all the German people in the principle of Pan-
Germanism. 'The mass of the German people do not be
lieve in that theory," "That's the view of the mil
itarists and war lords and not of the common
people," are the explanations we offered in the
past when the theory of Germany's plan to dom inate the whole world was under discussion. In other wdrds", we associated the Pan-Ger
manism theory with the military class, believing
that the common people did not accept the theory,
and in case of war would refuse to be party to
such an undertaking. Close scrutiny of the utterances of German scientists, philosophers, economists, politicians, theologians, business and professional men prove conclusively that Conquest and Kultur is part of the fixed belief of almost every. German, and that peasant and laborer are thoroughly imbued with the Kaiser's desire to conquer and "kulturize" the whole world. And the manner in which the common people are spilling their blood on the battlefields proves that they are possessed of the Kaiser's idea. Let us keep firmly in mind henceforth that we are fighting not only the Kaiser, the war lords and junkers but also the plain people of Germany who believe that it is the divine destiny of the Imperial German government to teutonize the world and make all nations amenable to the dictates of German kultur.
"Deutschland ueber Alles" is not a trite phrase with only a figurative meaning. No, it expresses the inherent belief of the German worker as well as the Kaiser, von Hindenburg, von Tirpitz and their ilk. The idea of a universal conquest of the world, making all nations subject to German kultur, is not the obsession alone of a von Bernhardi, but is taught in the schools, pulpits, public gatherings and labor unions. "Deutschland ueber Alles," is not a figure of speech and a fanciful poetical effusion, but a declaration of imperial intent and purpose, a national platform expressing an international aspir
ation, a war cry and rally shout of all Germans. When Germans say "Deutschland ueber Alles" they mean it in the literal sense Germany dominating the world, the Kaiser controlling the destinies of the nations, the German government with its dreadful war machine dictating to all mankind.

Read what German leaders have written to convince yourself that Germany's imperialistic ambitions know no bounds and that all classes are heart and soul in accord with the Pan-German theory: The Kaiser himself in a speech at Bremen, March 22, 1905. said: "We are the salt of the earth." Medical Examinations for the Draft

T is difficult to understand how many medical exam'
iners for exemption boards square their decisions with their duties as physicians, as public officials,
or as honest men. A report from Camp Custer announces that 16 per cent of the third increment of selected men
have been rejected at the camp as unfit. That comes to 1,696 men and brings the total thus far rejected by this
division up to 3,247.
All of these men have had their railway fare to the camp and their expenses paid by the government many thousands of dollars thrown away. What is still more important, most of them have left employment and lost
days or even weeks through this fiasco. This disorganization of the lives of civilians is injur
ious to the business community and, therefore, hurtful to the country. It is costly in money. It is unjust and
demoralizing to the victims. Physician examiners who
are responsible for this deserve to be publicly repri
manded. When they are asked to act as examiners they are asked to assist the government, to assist the nation in the great war task. While men are being conscripted to give up months, perhaps years, of military service, to endure wounds or even death, these examiners may well be asked and required to perform service. If they do any service it should be done well. The patriotism and willingness of the medical profession to serve is not doubted. It is shown in many ways. But the individuals who shirk their job deserve reproof and, if possible, discipline.
