ALIENS TO BE REGISTERED

WASHINGTON, Nov. 13. President Wilson Is expected to issue a proclamation soon requiring every alien enemy within the United States to register as a step toward ridding the country of spies and sabotage. The government has virtually decided that this procedure is the only way open for sifting from the million Germans in the United States, the few who are believed to be causing fires in munition, plants, grain elevators and warehouses and promoting propaganda injurious to America's prosecution of the war. Attorney General Gregory took to the cabinet meeting today for President Wilson's consideration a draft of regulations under the registration might be carried out lollowing the program adopted by England and France for keeping a close watch over the activities of enemy subjects.

Grace M. E. Women Observe Food Rules

Members of Grace M. E. church are observing, wheatless, meatless and wasteless meals since the food conservation campaign has been on. The report shows 64 wheatless meals, 143 meatless meals and 210 wasteless meals during the last week. Mrs. H. L. Monarch, publicity secretary of the Food Conservation and Pledge Card movement in Richmond, is pleased with the hearty response she has met during the last few days. Tuesday at noon, 217 signed cards were handed to Mrs. Monarch. Reports from women who are working in the north and south sections of the city will be made Wednesday.

Caruso Cheered as He Leads Singing of National Anthem

NEW YORK, N..v. 13. A patriotic touch was lent Aida at its opening at the Metropolitan oiera house, when Caruso led in singing the national anthem. The occupants of the diamond horseshoe stood up and cheered. The Verdi offering was conducted by Roberto Moranzoni, formerly of the Boston op.era company, who made his first appearance at the Metropolitan desk last night. Another newcomer at tho Metropolitan was Jose Marclones, a Spanish basso-baritone, who sang the role of Ramfis. Mme. Matzenauer was Amneris. with Pasquale Amatn, the Italian baritone, are Anionasro. German opera will not be sung this reason at the Metropolitan.

The German battleship, Schleswig Hollstein. Recent dispatches have told of a serious mutiny among the crew of the German battleship Schleswig Hollstein. In the course of the demonstration it is reported that an admiral and other officers were pitched overboard by the rebellious sailors.

noon at the Commercial club rooms. Mrs. A. W. Roach, who was appointed War mother for Wayne county by the Wayne County Counsel of Defense, presided. Plans for a permanent organization were explained. War mothers will be organized in the following manner: each ward to have a captain, lieutenant for precincts, sergeants for each block in Richmond with girls for messengers. According to this plan of organization any call for service may be readily met. . t The war mothers are organized to help in every branch of service and Richmond war mothers will assist the Y. M. C. Miss M. E. B. Culbertson, chairman of the Woman's Committee of the Wayne County Council . of Defense, talked, as did Secretary Albus, who said the country must depend upon the mothers if the war is won. ' A splendid account of an address made by Miss Grace Parker at the State Convention of Women's Federated clubs held recently in Fort Wayne was given by Mrs. Elbert Shirk, president of the Domestic Science association. Rev. J. J. Rae, of First Presbyterian church, spoke on ."Loyalty to the Flag."

WORLD IS GOLD RUNAWAYS FIND

Three small boys, who last week ran away from their homes in Indianapolis, in quest of adventure and with only the desire to see the world, learned that the world s pretty hard to see for boys without money. - They reached Richmond via the side door Pullman route In safety. But it was a cold, cold world when they reached here. Shivering from the cold, hungry and no place to go, they were found by Patrolman Longman and taken to police station at 2 o'clock in the morning. There they all agreed that home was the best place for boys after all, and Tuesday afternoon, In the custody of the father of one of the boys they started back to their homes in Indianapolis. The boys were Carl Potter, 14 years old, Clifford Monroe, 15 years old, and Robert Rice, 15 years old. They were found at 2 o'clock in the morning at Seventh and Fort Wayne avenue.

Protest Against Increase in Rates

WASHINGTON, Not. 13 Lumber, cement, and ice interests registered their protest against the proposed 15 per cent freight rate increase today before the Interstate Commerce commission. Lumber men declared that if It were necessary for the good of the country to Increase rates now because of the war they would not protest provided the advance was made as a war measure distinctly with the understanding that present rates would be established when the emergency had passed. lee shippers contended 15 per cent additional in freight cost would handicap their business.

W. O. Jones, Wayne county highway superintendent, left Tuesday afternoon for Lafayette, where he will meet with other road officials of the state. to arrange the program for the annual road school meeting to be held In Lafayette in January.

79 Candidates For Five City Jobs in New Jersey City

NEWARK, N.'J., Nov. 13 After one of the most exciting campaigns in its history, Newark today is holding its first election under the commission form of - government. There are seventy-nine candidates for the commissioners forty-five republicans, twenty-five democrats, five socialists and four independents. The campaign centered largelv on the candidacy of Mayor Thomas L. Raymond, who failing to obtain the endorsement of the republican organization, entered the race as an independent candidate. He charged that the republican and democratic leaders were in league with the president of the board of trade, to deliver the ity government over to the uses of the big corporations. Benedict Prieth. recently indicted for alleged treasonable utterances in the New Jersey Freie Zeitung is one of the candidates.

Rentley to Speak at "Win-My-Ckum" Frogram of League

Principal Bentley will make an address Tuesday evening at First M. E. church in connection with "Win-My-Chum" week which is being observed by the members of the Grace and First Churd Epworth Leagues. Misr Katherine Gates played a cello number. Miss Lena Hivnor was leader. Wednesday evening. President David M. Edwards of Earlham College, will be the speaker. ' Dr. Somerville Light. District Superintendent, of the M. E. church, will preside and make an address. Remarks will also be made by Miss Elizabeth Phelps. There will be no services Friday and Saturday evenings but a special program has been prepared for Sunday by the committee. .
