TERAUGHI HIT AS BUREAUCRAT
OSAKA, Japan, Sept. 3. (Correspondence of The Associated Press.) The trend of democracy In Japan is discussed In a leading article , by the Osaka Mainlchl, which questions the policy of the Terauchl Cabinet because it is, "eager for the preservation of clan and bureaucratic influence." "For our part," the paper sayB, "we believe In a possibility of the harmonious existence side by side . of monarchy and democracy in Japan. The Throne has made clear to the people that democratic principles should be made the basis of administration. In these circumstances there is no need for the surprise which seems to be evinced by Count Terauchl and other bureaucrats at the news of the Russian revolution.' "Great Britain, Japan's ally, the United States, Russia, as well as
China, are all countries of democratic.

Even in German a veritable stronghold of militarists and bureaucrats democracy appears to be making steady progress." The newspaper concludes: "Notwithstanding the general tendency in the world in favor of democracy, the Terauchl Cabinet, which Is eager for the preservation of clan aA bureaucratic influence, seems bent upon checking the growth of democratic ideas, contrary to the general current of thought throughout the world. Even the leaders of political parties professing democratic sympathies do not hesitate to bow their heads of bureaucracy. The position of democracy in Japan, therefore, may well be imagined. The wisdom of the Terauchl government in attempting to stem the rising tide of democracy is open to grave doubt."

Commerce which has been considering ways and means for raising money to purchase 1,000,000 bushels of corn in the United States and bring it to Mexico where it will be sold at cost for the benefit of the poor has decided that the most feasable means to raise the money is by popular national subscription. The National Chamber of Commerce at first asked the Chamber of Commerce of the United States to aid in establishing a credit for this purpose but the American organization was unable to do so. The Commission Regulating the Sale and Price of Sisal of Yucatan, one of the richest organizations in Mexico, ther was appealed to, but declined to act.
BOARD TO INVOICE RUSSIA'S PROPERTY
Youth, Accused of Impersonating Army Officer, is Nabbed DENVER Colo., Sept 3. A youth who gave the name of William O. Dixon, 21 years old, of Philadelphia, Is under arrest on a charge of impersonating an army officer. According to the federal authorities Dixon represented himself as a lieutenant in tho aviation service sent here by the war department to recuperate from the nervous shock of an accident in which his companion was killed on Long Island, N. Y. In his possession, officers said they found numerous letters from prominent women of eastern cities. Dixon told the officers, he was the son of Harvey W. Dixon, who, he said, was a publisher of New York and

Deposits of money by farmers were better than a year ago. The outlook for' the fall harvest was said to be unusually promising. '

WILLIAMSBURG, Ind., Sept" 3. The S. Merton Catey road is being graded and gravelled. Gravel is being taken from the creek for material with an endless chain of buckets and an engine.

Fraternizing Slave Had to Fire on Foe When Officers. Came
STOCKHOLM, Sept. 3 A story of the fraternizing of the German and Russian troops along the east front is told by a Swedish Journalist. The usual, daily visits .were going on, he says, and all was peaceful when the Russians suddenly began firing furiously from ' one section of their trenches. A German officer ran over and called out indignantly, "What do you mean by shooting with ball cartridges?" A Russian officer explained apologetically, "The Colonel has Just come up" for Inspection, but hell be going away in a minute." When The Associated Press correspondent was at the front a German major told how one of his officers
was shot through tho leg while walking in front of the trenches at a time when, by the custom of that period, neither side was supposed to fire. He made indignant representations about it later to the Russians, and was told that a party of high officers had visited the trenches and the soldiers had to shoot "But even at that." said the major, "the fools might have fired high." Four hundred folk songs have been collected from among the people of western North Carolina and Tennessee.

GERMANS TO MANUFACTURE CORK FROM TOAD STOOLS
AMSTERDAM, Netherlands, Sepj 3. Cork is at a premium in Germany, as the country does not produce any and the Entente blockade has interrupted all channels of supply. Used corks, especially those of champagne bottles, are eagerly purchased and they bring high prices. Two chemists of Plauen, Saxony, have applied for a patent for making artificial cork from a tough species of toadstools, which grov in profusion In the Saxon forests.
PETR'OGRAD, Sept 3. A commission has been appointed to prepare an inventory and valuation of the properties of the Russian State. N. Pokrovski, president of the Central War-Industrial Commission will direct the work. The inventory will comprise lands, forests, railroads, factories, workshops and other profit-yielding State undertakings. The government's aim is to alleviate the burden of taxation by inaugurating a less wasteful and more enterprising system of management

ITALIANS TO USE FIR TO MAKE THEIR WARPLANES
SEATTLE, Wash., Sept. 3. Announcement of a contract for 25,000,000 feet of Douglas fir, to be used by the Italian government as a substitute for spruce in the construction of aircraft, is made today by the West Coast Lumbermen's association. It was pointed out that with successful use of fir for airplane timber, the problem of furnishing sufficient aircraft lumber to the United States and the allies was solved, as there are nearly twenty mills cutting fir to every one cutting spruce.

WASHINGTON "Wife Number Two," the current William Fox production with Valeska Suratt in the stellar role, finishes its run at the Washington theatre on Tuesday. Its opening day at that theatre has been .crowded with success. "Wife Number Two" is a photoplay well worth seeing. Its Btory, that of a young girl who marries a man old enough to be her father, Is of universal appeal and holds the spectator from beginning to end. Miss Suratt's work as the heroine of the story Is unusually good and again proves her ability to play a sympathetic role as well as that of a siren. Miss Suratt Is ably supported throughout the play. Taken all in all "Wife Number Two" is a sterling production, well worthy of the Fox name. Beginning on Friday the Washington theatre will show "Heart and Soul" another William Fox production in which Theda Bara plays the stellar role.
