DEFENSE BOARD TO FORM UNIT OF HOME GUARDS
Frank Benn, Former Regular, to Have Charge of Troops. Wayne county is to have a home guard. Frank Benn, regular army veteran, was appointed by the county defense council Wednesday evening to take charge of its organization. Benn is very enthusiastic about the guard, and began work on it Thursday. It is to be made up of men and boys from eighteen to twenty-one and from thirty-one to sixty. Guarding of bridges and general police work will be its most important duties. Will Train Men for War. Members of the council, however, look for many more advantages than these from the guard. It will train men and boys for future military service, arouse interest in military matters, and bring home the war to Wayne county people. V. D. Brammer, head of the Boys' Working Reserve, consulted with the council about plans for the enrolling of 800 Wayne county boys in the reserve. Additional supplies for advertising and for the enrollment were ordered by long distance telephone Thursday and are to be' rushed to Richmond by interurban.- Enrollment week for the boys is from August 6 to 12. McNally la Sleuth. Announcement was made after the meeting that Police Chief McNally had been made head of the secret service committee of the council, designed to hunt down any disloyal talk or actions in the county. I. T. Beck, township agricultural director, also reported to the committee. He told of the war crop work in
the township, and said several lectures are to be given throughout the county.

CANADA TO BE PUT ON RATIONS
OTTAWA, Ont.. Aug. 2. Canada is to be put on rations and there is to be a penalty if the orders are not obeyed. W. J. IIar.ua food controller of Canada has made recommendations to the minister of justice that the people of Canada shall be required to observe two meatless days a week, two baconless days a week and that every caterer in
Canada who serves dally twenty-five meals, must supply bread that is other
than pure wheat bread. The govern
ment, he says, must fix the penalties. War and the feeding of the allied notion are stated as justification for
the recommendations of the Canadian food "controller who is in touch with the authorities of both the United
States and Canada.

NEW YORK, Aug. 2. Raphael Kir-
aner, an Austrian portrait painter who obtained fame in this country after
coming here from Ixmdon two years
ago, died h?re today. He was stricken yesterday at his easel while at
work on a large portrait.

Lynn is the General Manager of John Wanamaker's New York establishment This in itself doesn't make him of particular inter est to the man in the street, but when it is learned that he worked his way up from office boy and that he recently declined the nomination for the mayoralty of New York City who is the highest paid municipal executive in America, Mr. Lynn becomes an object of more than ordinary interest to every one. Recently Mr. Lynn was tendered the nomination by the Business Men's League, of New York, which is a nonpartisan organization composed of representative business men, laboring toward municipal efficiency, with a business man in New York City's City Hall as the principal means to this end. when told that Mr. Lynn had declined the nomination because of the pressure of business. Mr. Yeska intimat

Movement For Army of Women Spreading Throughout' Russia PETROGRAD, Aug. 2. As the result of the heroic conduct at the front of Miss Vera Butchkareff s female battalion the movement for the creation of a great woman's army is progressing throughout Russia like wildfire. Already Petrograd, Moscow and Kiev have formed regular recruiting bureaus and established barracks under the ordinary system of army administration, subject under a . newly issued order by Minister of War Kerensky to the staffs of the local military district The government has issued arms and complete equipment to the woman and has appointed male commanders and instructors, and in view of the spread of the movement it is planning a more suitable uniform for the women lighters. In Petrograd a new battalion is being raised by the Chairwoman of the New Women's Military league, a university student. Miss Fromenko. The specious engineers palace has been turned into a barracks in which 700 girls and women are already in uniforms out of the 1,200 so far enrolled. For the remaining places in the battalion there are 1,500 applicants. In the entrance hall today there was gathered a group of new recruits whose ordinary feminine attire, long hair and soft . features contrasted sharply with the cropped heads and masculine bearing of the girls already in uniform. -y

war office, in his weekly talk today to j
the Associated Press, "it will necessarily mean a prolongation of the war. "We cannot count longer on any great material assistance from Russia. This means a greater burden on the other entente allies and for the United States it means that she must come into the field as soon as possible and with the greatest possible force."
