This year's sanitary reports are different. In
general, we have been told that the season is ex
ceptionally healthful, and in particular there is no infantile paralysis' epidemic Such conditions are seldom accidental. Usually there is a cause, if it could be traced. There are more automobiles in the cities, therefore fewer horses, less manure, fewer flies, and less carriage of filth and disease germs. That is only one of the methods in which a campaign of education is bearing fruit. Also, there is greater care in the cleanliness of food and its preparation. These facts are especially notable in this year of war, for the flies killed more men than bullets in the Boer and Spanish-American war. We are hearing of the mosquito pests in the cantonments, but they are nuisances rather than disease carriers. The same precautions will protect our Sammies against both flies and mosquitos and keep them fit for their fight for democracy. It is agreeable to add that these facts are of

Building operations this month amount to $11,500, which la $18,575 lower than figures for the month of
July, 1916, according to Building Inspector Hodgin Monday. Building during the month of June amounted to $19,800, according to records. Three new residences built during this month amounted to $8,500 and
eight garages, $1,700. Repairs amounted to $1,300. According to the building inspector July's operations are the lowest,' for the same month, in four years. High prices of materials Is believed to be the cause for the drip. . t

TRAVEL RULES IMPOSED
PARIS, July 31. The Official Journal today published a communication regulating the movements of French citizens and foreigners in certain canteens of the department of Loire-In-ferleure In western France. Residents In the specified cantons must obtain special permits to travel and residents outside the cantons need special permits to enter them.
