The maiority of the members of the Indiana congressional delegation are now of the opinion that there will be no adjournment of the present special seat tfon of congress; that the special session will dove-tail into the regular sston, which convenes the first Monday in December. An Intimation to this effect has also been given by Democratic leaders in congress. Ever since the opening of the special session members of congress have been deluged with work, for war conditions are effecting practically every class of their constituents. -. Answering a complaint of one of his constituents against a provision in the original war revenue bill which would tax certain kinds of documents, an Indiana member of congress advised him be would be fortunate if, in the course of the next few months, he was not compelled to purchase revenue stamps to stick on his doorknobs. The food control bill offers another example of the lack of harmony existing among Democratic leaders in congress. This measure is now in confer

ence and the members of the house committee have instructions to disagree to all senate amendments. , Washington will be surprised If . the senate and house get together on a mutually satisfactory food bill before the latter part of August. There is every indication for an extended delay in the enactment of a war revenue measure. This bill had passed the house and was about to be reported to the senate by Its finance committee when Secretary of Treasury McAdoo discovered that the government would need about six billions more than the bill provided for. So the senate finance committee must redraft this measure. After the senate has ncted upon this reconstructed Mil it will be taken up by the house, and it probably will be late In September before the bill becomes a statute. Each day develops new war needs requiring special legislation, so, as has been stated, many congressmen have given up hope of a recess prior to the convening of the regular session. Some of the decidedly pro-admlnls-tratlon newspapers In the east are now devoting their energies to prodding congress. The New York Times recently declared that "Congress is persistently blind" to the "peril the nat on faces." As a matter of fact congress is not to much blind as bllnd.folded. It is

compelled to legislate without vision. The administration indorses measures which are drafted in one or another of the executive -departments or by some of the numerous advisory or voluntary boards now in existence. These measures are hurried to congress and congress Is expected to hurry them to passage without amendment. If a representative or senator seeks enlightenment on any point which such a measure contains he Is excoriated as a dilatory slacker and accused of blindress to "the peril which the nation faces." Yet no one attempts to define any particular peril nor to point Mit how the proposed legislation will prove an exact remedy. Thus blindfolded congress gropes painfully through the maze of measures of which as in the case of the food .control bill no man can truthfully say that he understands all that It contains, and no man can forecast what will be its effect or its cost. Under these trying circumstances congress has dealt far more generously with the administration than the admlnitsratlon has healt with congress. The administration demands full cooperation from congress while continuing to deny co-operation to congress. The sons of the late Rev. R. S. Lyons, for years pastor of Reld Memorial church, Richmond, and one of the best-known minister and educators In Indiana, are surely "doing their bit" for the republic. Robert Lyons is now with the American expeditionary force in France, one of General Pershing's secretaries, lie had previously served In the war as a Tommy In a British regiment. Ross Lyons is an expert chemist at the gun testing grounds near Washington. He enlisted in the navy at the outbreak of the war. Tom Lyons is a member of the Officer's Reserve Corps Training camp at Indianapolis.

AMNESTY GIVEN POLES

LONDON. July 31. The editor of the Polish Review published in London, has received from A. R. Ledniteky, chairman of the committee appointed by the Russian provisional government to settle affairs in Poland, a telegram saying that the government has granted amnesty to Polish prisoners of war who are Russian subjects and who fought against Russia in the Polish legions.
