Civic Efficiency Business and civic efficiency constituted the .topics which were discussed at the training camp Jor secretaries at Chautauqua, N. Y. this week by men who are the leaders in this movement. The real scope of a Commercial Club, its intimate relation to every activity of civic life, and the living message, which brings to every citizen were emphasized. A review of the week may suggest ideas to our citizens, especially since the local Commercial club is being re-vitalized and energized. Says a review: "The Chamber of Commerce idea has, in the last twenty years, brought the people of the United States back into a participation in government which had been slipping from them since the time of the Civil War." ple had got into this new government with ex

amples from the experience of various cities. The remarkable experiences of Flint, Michi

gan, were told and shown by motion pictures by

Daniel A. Reed, director of the Chamber of Commerce of that city. Mr. Reed's experiences were typical, he said, of many other, cities of the country where great civic improvements ' have been wrought by the cultivation of municipal thought. Gosely related were the addresses of George A. Bellamy, field secretary of the National Playground and Recreation Association, and D. Frank Garland, director of Public Welfare in Dayton, Ohio. Dayton has perfected a system of community charity which is tending to reduce the need for, charity and improve the material and social conditions of the city, according to Mr. Garland. The city has no patents on the system and offers it to the world. Mr. Bellamy declared that "tlje future welfare of the nation depends upon the physical and moral welfare of the growing generation ; this more particularly in war time, and in the poorer districts of the cities this can only be had through the playground."

TRENCH FRONT, July 25 (CorresI'Ondence of the Associated Press) Rheims Is wilting. The big cathedral city of the Champagne district has the appearance of a hollow shell which has collapsed in parts and Is rapidly subsiding into a shapeless mass. Not only the cathedral, but all the public buildings and private dwelling houses have suffered terribly in the last half year from the raging yen geance of the German gunners, who have turned a rain of shot and shell onto tho stricken city, whenever their armies have been defeated at any point of the front. These defeats have been go frequent, either on a small or large scale, since the allied offensive began this year that the city has rarely passed more than two or three days without, undergoing severe bombardment. Figures on Shells The extent of the undeserved punishment may be gathered from the figures relating the number of shells of all calibres poured into the streets and on the cathedral during a single fortnight from June 15 to June 28. The total between those two dates was no fewer than 16,052. On June 15 tho number was 206, June 16, 1,211; June-17, 2,000; June 18, 317; June 19, 2.431; June 20, 400; June 21, 845; June 22. 1,330; June 23, 625; June 24, 1.870; June 25, 1,517; June 26, 1,400; June 27, 600, and June 28, 1,200. There are only 6,000 persons left out of the peace time population, of about 115,000. Among them are a goodly proportion of women and children. Some of the younger women have continued their work throughout many of them being employed in the champagne cellars, where during the day they are comparatively safe from the German ire. School Going On School is still being carried on, the classes being held below the streets, and the municipal government is also conducted in the bowels of the earth, where the city fathers meet to discuss relief measures. A visit to Cardinal Lucon, archbishop of Rheims, who has never for a moment thought of deserting his post near the cathedral, found him in very confident spirits and in full belief that the allied victory was assured. He referred in the course of his conversation to the great help he had received from America and from the other allies. He said: "The entry of America into the war will surely hasten the defeat of the Germans, who in the name of their kultur have done so much harm to civilization. My flock has suffered much. Germans and many of the others have taken refuge in various parts of the country driven from their homes before the invaders. With the help placed at my disposal by Americans and other sympathizers I have been able to relieve much distress but there is still much to do. Clothing Is Needed' "Many have lost their all, and I should like to have at my disposal in readiness for the return of the refugees a reserve of blankets and bedding, clothing, and other essentials so as to be able to provide at least some of the urgently required needs of my people, when the Germans have been driven away as they assuredly will be." The American consulate, which has not been occupied since early in the war, has not suffered from the constant fire greatly. One shell pierced the roof and left some marks of its explosion, while all the widows have been destroyed. In the cathedral itself, a great change has taken place in recent months. Great gaping holes show in the roof. All the ancient stained glass . has fallen out in millions of fragments on the stone floor and as a consequence of the shell explosions in and around the building; the statues of saints are calcined and crumbled; frequent craters show in the floor; all the wood work has succumbed to the flames, and at any moment a big shell may cause the whole structure to collapse. Nearly seven hundred shells have lilt the building. One of them, a 12inch projectile, did not explode and it now stands on its base, besides one of the pillars of the Nave.

Two New Orders of Honor Instituted by English Ruler LONDON, July 25. (Correspondence.) Two new orders have been instituted by King George In recognition of the manifold services, voluntary and other, that have been rendered .In connection with the war. The first is the "order of the British Empire" consisting of five classes to be given to women as well as men, the first two classes carrying the honor of knighthood for men and in the case of women, the privilege of prefixing the title "Dame" to their names. The five classes are: For men Knights of the Grand Cross, Knights Commander, Commanders, Officers, Members. For women Dames of the Grand Cross, Dames Commanders, Commanders, Officers, Members. The second Order, will be entitled "Order of the Companions of !Honor" consisting of one class only, for both women and men. The order carries no title or precedence and will be conferred on a limited number of persons for whom special distinction seems to be the most appropriate form of recognition. The Prince of Wales has been appointed Grand Master of the Order. The badge of the Order of the British Empire for the first three classes is a silver gilt cross, enamelled pearl grey, with a circle enamelled crimson center with a representation of Britiannnia. The circle contains

the motto, "For God and the Empire.". The star for the first two classes Is an eight pointed silver star, the center of which bears the same device as the badge. The fourth class has a badge similar to the first three but is smaller and not enamelled. The fifth class badge Is of silver Kilt. " " ' - - -: -
