The "barrage." tbey call the Barrier in naval phrase. It consists in general terms, of a series of "obstructions" stretched from huge steel buoys, shore .to ..short twenty odd miles. Any craft which strikes one of these obstructions straightaway , explodes a group of mines which spell finis to the intruder. ' k Fleet Patrols Barrier. A whole fleet of naval shipping is constantly engaged In maintaining and ;

patrolling the great barrier. - its existence Is no secret to the Germans for they are constantly sending overnight airplanes to chart the buoys and changes are constantly being made. , Here and there along the line are secret openings through which naval pilots may guide legitimate craft on ' their way. but these openings are fre- ' quently altered, and not even the alrplanic eye of the German can tell ' which buo marks safe passage and i which marks destruction. Russia's Weakness Causes Wilson to Plan to Send Million Men; Teddy May Get Commission Now

WASHINGTON, July 25. Back of Ule request of Secretary McAdoo of Congresa for another $5,000,000,000. Ilea almost a complete reformation of America's military plans. Impressed with tne apparent unreliability of the Russian offensive the president and his military advisers are rapidly swinging around the original plans of. the army General Staff for an expeditionary force of - more than a million and a half men. ' - Increased to Million This will require that the new national army will be increased from the one-half million- originally planned to almost a million. Secondary to these general plans it developed today that a comprehensive learransement of America's armed forces for service on the west front is being worked out. In tbrj Jatter connection it was at first effected that this might provide a place for Theodore Roosevelt to gain bis coveted commission as Major General. May Divide GuardUnder the plan which has been recommended by General Pershing the divisions of the army as at present constituted would be cut in half and doubled in number. This means that the New York National Guard will be split in two divisions. The last remaining hope for Colonel Roosevelt to get his Major Generalship is to be placed in command of a second division of New York National

Another huge Item of expenditure in the army was made public today, when it was announced by the Secretary of War that eight regiments of regular cavalry immediately would be converted into field . artillery regiments. These are the new regiments numbered from 18th to 25th, Inclusive now being organized. They will retain their status as cavalry regiments and return to that arm after the conclusion of the present war.
